In accordance with procedure identified in a Commission letter of 22 September 2009 on this subject, MTS Allstream Inc. (MTS Allstream) is commenting on the inappropriateness of conferring interim status for existing rates for ULL. MTS Allstream recognizes that making existing rates interim enables the Commission to preserve its right to address these rates after a full and informed review of the facts and in principle is not opposed. However the scope of the issues raised by the TNs are vast and complex and not addressable through a simple rate making exercise.
