The licensee proposes to decrease the transmitter power from 3,100 to 2,200 watts and to relocate its transmitter to a site on Mont Bélair.

 

The licensee wishes to increase the quality of the signal of the station in the Quebec market, which involves the following changes:

 
  • the relocation of the main antenna site of the radio station from Donnacona to Mont-Bélair;
 
  • the deletion of the condition of licence forbidding the sale of advertising outside of the Portneuf region; and
 
  • the substitution of the current condition of licence related to the local programming to reflect the hybrid format in a more regional range as a result of the expansion of the broadcast coverage in Québec.
 

This application is competing for the Québec market with other applications which are scheduled at this hearing.

Application by GENEX COMMUNICATIONS INC. to renew the licence of radio station CHOI-FM Québec expiring 31 August 2002.

 

The Commission notes the apparent failure of the licensee to comply with the Radio Regulations, 1986 concerning the provision of logger tapes.

 

The Commission also notes the apparent failure of the licensee to comply with the Radio Regulations, 1986 concerning the broadcast of French-language vocal music.

 

The Commission received, during the licence term, several complaints raising a number of concerns which will be discussed with the licensee at the public hearing. The Commission also intends to discuss at the hearing the content of the station's spoken-word programming with regards to the high standard objective stipulated in the Broadcasting Act.

 

The Commission expects the licensee to show cause at this hearing why a mandatory order requiring the licensee to comply with the Radio Regulations, 1986, should not be issued.

The licensee proposes to amend its licence in order to add a transmitter at Carleton to offer the programming of CFTF-TV Rivière-du-Loup (an affiliate of the TQS network).

 

The transmitter will operate on channel 44 with a transmitter power of 50,400 watts.

 

This retransmitter will allow the population from the Peninsula of Gaspé as well as the Acadian population of the Baie des Chaleurs to receive CFTF-TV Rivière-du-Loup (affiliated to TQS network) programming without having to subscribe to a distribution system.

 

The licensee promises to increase to 30 minutes per week the current level of local original programming.
