The applicant is proposing an easy-listening adult contemporary music format with a focus on contemporary Newfoundland music. |

The Commission invites the public to regularly examine the public examination file of the above noted application in order to become aware of any additional information that could be filed in the future in response to clarification questions from the Commission. |

Application by NEWFOUNDLAND BROADCASTING COMPANY LIMITED to renew the licence of television station CJON-TV St. John's and its transmitters CJOM-TV Argentia, CJCN-TV Norris Arm, CJSV-TV Stephenville, CJMA-TV Marystown, CJWB-TV Bonavista, CJWN-TV Corner Brook, CJRR-TV Red Rocks, CJCV-TV Clarenville, CJON-TV-4 Bay Bulls, CJLW-TV Deer Lake, CJSG-TV Glenwood, CJOX-TV-1 Grand Bank, CJLN-TV Lawn, CJST-TV St. Alban's and CJSC-TV Swift Current expiring 28 February 2003. |

The licensee proposes to amend its licence by deleting the following condition of licence: |
|
|
"The licensee shall operate this broadcasting undertaking as part of the network operated by CTV Television Inc." |
|
|
Section 4 of the Television Broadcasting Regulations, 1987 generally requires stations to schedule at least 60% Canadian programs over the broadcast day (6 a.m. - midnight) and 50% during the evening broadcast period (6 p.m. - midnight). That section permits the Commission, "when inequities arise among licensees because their stations are located in different time zones" to "vary the application of this section in order that licensees receive equitable treatment in the calculation of their Canadian programs". |

For many years the Commission has varied the application of this section with regard to CJON-TV, and has no concerns with the applicant's record of compliance with the Canadian program requirements during the current licence term. The Commission nonetheless intends to discuss with the applicant alternative methods of calculating Canadian content for the upcoming term of licence. |
