Application by A. FITZROY GORDON, on behalf of a corporation to be incorporated (to be known as Caribbean and African Radio Network Inc.) for a licence to operate a commercial FM (ethnic radio) station in Toronto.

 

The new FM station would operate on frequency 105.1 MHz (channel 286A) with an effective radiated power of 78 watts.

 

In addition, the applicant proposes to operate an AM transmitter in Toronto to rebroadcast the programs of the new FM station. The AM transmitter would operate on frequency 790 kHz with a daytime transmitter power of 250 watts and a night-time transmitter power of 50 watts.

 

The applicant is requesting an exemption from Section 7(2) of the Radio Regulations, 1986 that requires an ethnic licensee to devote not less than 50% of the broadcast week to third-language programs. In this regard a maximum of 79% of the programming to be broadcast would be English-language ethnic programming.

 

By condition of licence, the applicant proposes to direct ethnic programming to a minimum of 22 groups in a minimum of 14 different languages per broadcast week.

Application by RADIO 1540 LIMITED for a licence to operate a commercial Specialty FM (ethnic radio) station in Toronto by converting CHIN-AM from the AM to the FM band.

 

The new station would operate on frequency 101.3 MHz (channel 267A) with an effective radiated power of 90 watts.

 

By condition of licence, the applicant proposes to direct ethnic programming to a minimum of 23 cultural groups in a minimum of 17 different languages per broadcast week.

 

CHIN-AM's service is currently retransmitted by CHIN-FM-1's operation on the 101.3 MHz frequency. This serves to augment the incomplete daytime-only coverage of CHIN-AM. Based on its existing technical parameters, the 101.3 MHz frequency has been identified by Industry Canada as one of the available FM frequencies in the Toronto area. Owing to the potential loss of the 101.3 MHz frequency by Radio 1540 Limited, the proposed new FM would ensure for the continued day and night service of CHIN-AM.

 

The applicant has indicated that should this application by approved then it will not proceed with application 2002-0261-4 involving the amendment of CHIN-AM's licence related to its operation of CHIN-FM on the 91.9 MHz frequency.

 

Applications 2002-0273-9 (new FM, flip of CHIN-AM) and 2002-0260-7 (new FM) are technically mutually exclusive. The applicant has stated that it assigns the highest priority to its new FM application.

Application by RADIO 1540 LIMITED to amend the licence of CHIN-AM.

 

The licensee proposes to change the frequency of its CHIN-FM-1 transmitter from 101.3 MHz (channel 267LP) to 91.9 MHz (channel 220A1) and to increase the effective radiated power from 22 to 35 watts.

 

CHIN-FM-1 will continue to transmit the signal of CHIN-AM including directing ethnic programming to a minimum of 23 cultural groups in a minimum of 17 different languages per broadcast week.

 

Based on its existing technical parameters, the 101.3 MHz frequency currently occupied by the applicant has been identified by Industry Canada as one of the available FM frequencies in the Toronto area. Owing to the potential loss of the frequency 101.3 MHz by Radio 1540 Limited, these proposed technical changes would ensure the continued operation of CHIN-FM-1.

 

The applicant has indicated that it will not proceed with this application if it is granted approval for application 2002-0273-9 (new FM, flip of CHIN-AM).
