By condition of licence, the applicant proposes to direct ethnic programming to a minimum of 23 cultural groups in a minimum of 17 different languages per broadcast week. |

CHIN-AM's service is currently retransmitted by CHIN-FM-1's operation on the 101.3 MHz frequency. This serves to augment the incomplete daytime-only coverage of CHIN-AM. Based on its existing technical parameters, the 101.3 MHz frequency has been identified by Industry Canada as one of the available FM frequencies in the Toronto area. Owing to the potential loss of the 101.3 MHz frequency by Radio 1540 Limited, the proposed new FM would ensure for the continued day and night service of CHIN-AM. |
The applicant has indicated that should this application by approved then it will not proceed with application 2002-0261-4 involving the amendment of CHIN-AM's licence related to its operation of CHIN-FM on the 91.9 MHz frequency. |
Applications 2002-0273-9 (new FM, flip of CHIN-AM) and 2002-0260-7 (new FM) are technically mutually exclusive. The applicant has stated that it assigns the highest priority to its new FM application. |

The licensee proposes to change the frequency of its CHIN-FM-1 transmitter from 101.3 MHz (channel 267LP) to 91.9 MHz (channel 220A1) and to increase the effective radiated power from 22 to 35 watts. |
