  The Commission has received complaints regarding Pellpropco Inc. licensee of the English-language commercial radio programming undertaking CHSC St. Catharines, (CHSC) concerning allegations that CHSC has re-oriented a significant portion of its programming to serve the Italian community of Toronto. The Commission will discuss this matter with the licensee. In this regard, the Commission will also discuss the possible imposition of conditions of licence related to the nature of the local programming broadcast on CHSC including the relevance and orientation of local programming to serve the particular needs and interests of the residents of St. Catharines and the surrounding area.
  The Commission is also concerned that CHSC may have failed to comply with the Radio Regulations, 1986 with respect to Canadian content, the broadcasting of third-language programming, the filing of complete annual returns, and the provision of logger tapes, program logs and music lists.
  The Commission expects the licensee to show cause at this hearing why a mandatory order should not be issued, under Radio Regulations, 1986, requiring compliance by the licensee with respect to the above-noted matters.
