Data Collection – Annual Telecommunications Survey

This survey is to be completed by all telecommunications entities in Canada that have been classified as Group 1 as described in Telecom Circular CRTC 2005-4. Such entities are to use the CRTC's web-based Data Collection System (DCS) to submit their data.

If your entity is a Group 1 entity, has provided telecommunications services in Canada at any point during the previous year and has not received a request to submit data, please contact us for guidance using On-line form.


Authority

This survey is conducted under the authority of the Statistics Act, Revised Statutes of Canada 1985, Chapter S-19 and under the authority of the Telecommunications Act, Section 37. The Telecommunication Act applies for all forms and the Statistics Act for a sub-set of forms: each form indicates the authority or authorities that apply.

Completion of this survey is a legal requirement under the Statistics Act and the Telecommunications Act.

Form assignment

The forms are assigned based on the details captured in last year’s survey.

Significant changes

A number of changes have been made to the Annual Telecommunications Survey forms to simplify reporting requirements or to capture new information as the telecommunications industry continues to evolve. Below is a list of the changes:

Financial forms

Form 106

  • Form 106 has been renamed to form 108 – Intercarrier expenses.  See form 108, below.

Form 108

  • Form 106 has been restructured to align with the intercarrier revenues captured by form 211 - Local and Access Operating Revenue.
  • Intercarrier expenses have been eliminated from the form.

Form 200

  • Form 200 has been modified to collect broadcast distribution undertaking (BDU) wholesale revenues and the number of BDU wholesale subscribers.

Form 201

  • Form 201 has been modified to collect BDU wholesale revenues.

Form 202

  • Form 202 has been modified to collect the number of fibre-based lines. This includes fibre to the premises (FTTP) lines and lines from a fibre connect node to the premises (fibre to the node (FTTN)).
  • The form has also been modified to collect BDU wholesale revenues and the number of BDU wholesale subscribers.

Long distance forms

Form 221

  • Form 221 has been discontinued. Long distance revenues and the number of long distance minutes are captured on form 223 - Long Distance Wireline Billed Revenues and Minutes by Province

Broadcast Distribution forms

Form 260

  • Form 260 has been modified to capture BDU wholesale revenues and the number of BDU wholesale subscribers.

Mobile and paging forms

Form 279

  • Voice only plans now include plans with SMS/MMS. Revenues from plans with access to Internet as well as voice services remain in the “voice and data services” category.
  • New categories have been introduced for mobile broadband plan capacity.
