Data Collection – Annual Telecommunications Survey

This survey is to be completed by all telecommunications entities in Canada that have been classified as Group 1 as described in Telecom Circular CRTC 2005-4. Such entities are to use the CRTC's web-based Data Collection System (DCS) to submit their data.

If your entity is a Group 1 entity, has provided telecommunications services in Canada at any point during the previous year and has not received a request to submit data, please contact us for guidance using On-line form.


Authority

This survey is conducted under the authority of the Statistics Act, Revised Statutes of Canada 1985, Chapter S-19 and under the authority of the Telecommunications Act, Section 37. The Telecommunication Act applies for all forms and the Statistics Act for a sub-set of forms: each form indicates the authority or authorities that apply.

Completion of this survey is a legal requirement under the Statistics Act and the Telecommunications Act.

Form assignment

Telecommunications survey forms are issued at the same time as the registration form. The forms are assigned based on the details captured in last year’s survey.

Significant changes

A number of changes have been made to the Annual Telecommunications Survey forms to simplify reporting requirements or to capture new information as the telecommunications industry continues to evolve. Below is a list of the changes, by form:

Financial forms

Form 200

  • Additional cells have been added to collect retail and wholesale wireless data.

Local & access forms

Form 211

  • The “Other Revenues” line has been subdivided into two lines:  (a) Other User Revenues (Service charges, Inside wire, etc.) and (b) Other Services (PSTN-related).

Internet access forms

Form 253

  • Additional cells have been added to obtain churn rates for residential and business high speed Internet access subscriptions.

Form 256

  • An additional question has been added to the geographic data collection to assess the capacity of Canada’s broadband network.

Form 258

  • To determine the extent to which residential broadband Internet services are subscribed to on a provincial basis.

Mobile and paging forms

Form 278

  • Request for an additional electronic Canada country map data of mobile coverage by advertised speeds.
  • If you are unable to provide maps in Mapinfo format, facilities-based wireless providers can now provide electronic Canada country map data of total mobile coverage via alternative mapping file formats.

Form 279

  • This new form requests information on the type of mobile plans Canadians are subscribing to and to what extent Canadians are adopting mobile broadband.

  • The streamlined Form 291 - Payphone Revenues and Quantities combined the previous pay telephone forms (Form 291 and Form 294).
