(CMEI), on behalf of Craig Wireless International Inc. (CWII), to undertake a corporate reorganization whereby CWII will acquire radio stations CKMM-FM Winnipeg, CFQX-FM Selkirk, CKXA-FM and CKX-FM Brandon from CMEI and broadcasting licences to continue the operation of the stations. The Commission directs that, as of 1 April 2002, the ILECs provide CLECs, at least 90% of the time, with: i) migrated unbundled type A and B loops, including all sub-types, within two business days; and ii) new unbundled type A and B loops, including all sub-types, within five business days.

The Commission denies the application filed by TELUS Communications Inc. and TELE-MOBILE COMPANY (collectively, TCI) to deem a portion of the monthly wireless service charge as wireless terminal equipment revenues to be deducted in the calculation of contribution-eligible revenues. 2002-24 - Regulatory regime for the provision of international private line services – With this decision, the Commission refrains from regulating international private line services provided by any Canadian carrier. Reference: 8640-A53-01/01

2002-25 - The Commission directs the addition of a new area code to the area code 519 region in the first quarter of 2005 using the distributed overlay method. Ten-digit local dialing will be introduced within area code 519 and in both directions between the area code 519 region and neighbouring area codes, coincident with the introduction of the new area code. 2002-26 - CRTC Interconnection Steering Committee - Consensus reports. The Commission approves the following three consensus reports: Treatment of NXXs of code holders that discontinue service (CNRE023B); Connecting link repair process guidelines (NORE021a); and Due dates missed attributable to end customers or CLECs (BPRE029a). 2002-27 - Public Interest Advocacy Centre complaint alleging violation of basic toll schedule constraints by Bell Canada. In this decision, the Commission denies PIAC's application. The Commission finds that the calls at issue in the complaint are made by First Rate plan customers, not basic toll schedule subscribers. The Commission also finds that Bell Canada did, in fact, provide advance notice of the changes to the First Rate plan. The Commission also notes that PIAC provided no evidence that other carriers were involved. Reference: 8661-P8-01/01.

2002-28 - Enforcement of Orders CRTC 2000-37, 2000-38 and 2001-82. In this decision, the Commission determines that it will not enforce any aspect of Orders CRTC 2000-37, 2000-38 and 2001-82, against two long distance resellers, Primus Telecommunications Canada Inc. and Distributel Communications Limited. 2002-29 - MTS Communications Inc. – Review and vary application regarding the rebanding decision. The Commission concludes that its calculation was not erroneous, and that MTS has failed to demonstrate that there is substantial doubt as to the correctness of the rebanding decision. 2002-30 - Saskatchewan Telecommunications – Review and vary application regarding the rebanding decision. The Commission concludes that its calculations were not erroneous, and that SaskTel has failed to demonstrate that there is substantial doubt as to the correctness of the rebanding decision. 2002-40 - The Commission denies Bell Canada's proposed changes to its Megalink service tariff that would prohibit the use of Type A links for certain purposes. 2002-41 - Request by Northern Telephone Limited Partnership to increase its direct connection service rate. 2002-45 - The Commission approves three consensus reports submitted by the Emergency Services (9-1-1) Working Group of the CRTC Interconnection Steering Committee. Reference: 8621-C12-04/02.

2002-46 - In this decision, the Commission suspends the proceeding initiated by AT&T Canada Corp.'s application of 24 June 2002, filed pursuant to Part VII of the CRTC Telecommunications Rules of Procedure, naming the City of Calgary as respondent. The Commission suspends the proceeding until such time as it has reached a decision in the proceeding initiated by Terms and conditions of existing agreements for access to municipal property, Public Notice CRTC 2001-99, 13 August 2001. 2002-47 - Vidéotron ltée (Vidéotron) filed an application requesting that the Commission review and vary Order CRTC 2001-92 such that the winback rules imposed in paragraph 15 of the Order would no longer apply, or in the alternative, by imposing the winback rules on all facilities-based retail high-speed Internet service providers in Vidéotron's operating territory. In this decision, the Commission finds that Vidéotron has failed to demonstrate that there is substantial doubt as to the correctness of Order CRTC 2001-92 and, accordingly, denies the application. 2002-48 - The Commission finds that a service proposed to be provided by Aliant Telecom Inc. would constitute a bundled service. The Commission prohibits the company from providing the service without first obtaining prior tariff approval. Reference: 8622-E17-03/02.

2002-49 - The Commission approves the application by OTA to review and vary the amount of contribution subsidy determined for North Renfrew Telephone Company Limited, Nexicom Telephones Inc. and Nexicom Telecommunications Inc. Reference: 8662-O2-02/02.

2002-50 - TELUS Communications Inc. – Rate structure for toll transit service. In this decision, the Commission determines that TELUS Communications Inc. should amend its tariff to apply a rate structure for toll transit service on originating toll calls in Alberta that is identical to the rate structure applied throughout the rest of Canada for the same service. 2002-51 - The Commission denies an appeal by Télébec ltée (now Société en commandite Télébec) of Taxation Order CRTC 2001-5, 29 June 2001, in which the Taxing Officer allowed Action Réseau Consommateur and the Association coopérative d'économie familiale des Bois-Francs $16,720.06 for fees and disbursements. 2002-52 - The Commission decides not to revoke Item 2175 of Bell Canada's General Tariff, Customer Name and Address, and directs Bell Canada to issue amended tariff pages removing the provision relating to the disclosure of confidential information to law enforcement agencies pursuant to a search warrant or other judicial authorization. 2002-53 - The Commission concludes that it is appropriate for Saskatchewan Telecommunications to be subject to the quality of service standards and reporting requirements imposed on the other major incumbent telephone companies. Reference: 8663-S22-01/99.

2002-54 - The Commission directs all competitive local exchange carriers (CLECs) to adopt the model tariff for their General Tariffs. The Commission also directs all CLECs to file, within 60 days of the date of this decision, amended tariff pages, reflecting the relevant terms, conditions and rates of the model tariff. 2002-55 - Co-location arrangements for interconnecting Canadian carriers. In this decision, the Commission approves the application by Call-Net Enterprises Inc., AT&T Canada Inc., GT Group Telecom Services Corp., and Futureway Communications Inc. (the Coalition) seeking interim approval of the single-tier co-location power rates proposed by Bell Canada in its application of 15 February 2002. Reference: 8740-B2-6653/02.

2002-56 - Framework for the expansion of local calling areas. In this decision, the Commission maintains the existing extended area of service (EAS) criteria to assess applications for EAS as these criteria continue to be appropriate in certain circumstances. The Commission also announces a new framework for the expansion of local calling areas (LCAs). Reference : 8663-C12-04/01.

2002-57 - Canadian Satellite Communications Inc. - Contribution Regime. In this decision, the Commission finds Canadian Satellite Communications Inc. (Cancom) to be a telecommunications service provider and directs Cancom to comply with the filing and payment obligations set out in Changes to the contribution regime, Decision CRTC 2000-745, 30 November 2000. 2002-58 - GT Group Telecom Services Corp. v. Bell Canada – Non-compliance with Bundling Rules. In this decision, the Commission finds that a Bell Canada promotion offering business customers a rebate of long distance charges contingent on the customer obtaining local exchange services from Bell Canada is a bundled service that requires tariff approval. 2002-59 - National contribution fund – designation of administrator. In this decision, the Commission designates Welch Fund Administration Services Inc. (Welch) as administrator of the national contribution fund. The Commission also approves the agreement between Welch and the Canadian Portable Contribution Consortium Inc. relating to the administration of the national contribution fund. 8340-C53-0873/00. Effective date: 1 January 2003.

2002-60 - The Commission approves the application by TELUS Communications Inc. to withdraw radiotelephone service from the General Tariff of TELUS Communications (B.C.) Inc. Reference: TCBC TN 4172.

2002-61 - The Commission concludes that Bell Canada is not inappropriately cross-subsidizing Bell ExpressVu Limited Partnership’s (ExpressVu) entry into the Quebec broadcasting distribution market. The Commission also notes that it cannot, in this instance, make a determination regarding ExpressVu’s licence renewal. The Commission will address the renewal of ExpressVu’s licence in the context of a public process, to be held in spring 2003. Reference: 8622-Q15-01/02.

2002-62 - The Commission approves on a final basis, effective 1 January 2001, the terms, conditions and rates for loop selection service. The Commission also directs the incumbent local exchange carriers (ILECs) to provide rebates to service providers for the difference between the interim and the final rates approved in this decision. The Commission further directs the ILECs to provide the Commission with information about the availability of databases and the provision of loop selection service to affiliates. 2002-63 - The Commission approves MTS Communications Inc.'s (MTS) capital expenditures related to its service improvement plan (SIP) for the years 2003 and 2004. 2002-66 - Coalition for Better Co-location – Part VII application for relief regarding the location of remote switching facilities. The Commission directs Aliant Telecom, MTS and SaskTel to file, within 30 days of this Decision, a tariff for interim approval modelled after the terms, conditions and rate structure of Bell Canada's tariff relating to the provision of network planning information. 2002-67 - TELUS Communications Inc. – Application to review and vary Decision 2000-745 and Decision 2001-238. The Commission finds that TELUS Communications Inc. (TELUS) has failed to demonstrate that there is substantial doubt as to the correctness of Decision 2000-745 and Decision 2001-238. The Commission therefore denies TELUS' request to vary Decision 2000-745 so that, beginning 1 January 2002, the total subsidy requirement (TSR) would be calculated using a mark-up of 25%, instead of 15%. The Commission also denies TELUS' request to vary Decision 2001-238 by making interim the unbundled loop rates and primary exchange service (PES) costs, setting loop rates at a level calculated by TELUS including a 25% mark-up and revising the residential PES costs used in the TSR calculation. The Commission also denies TELUS' request for certain follow-up proceedings relating to Phase II costs and the Commission's mark-up policies. The Commission will consider, however, the treatment of portfolio expenses in the Phase II review proceeding. Reference: 8662-T42-03/01.

2002-68 - Service intervals for the provision of unbundled loops. Reference: 8622-A4-19/02.

2002-69 - Bell Canada – Service overlap between Brampton and Streetsville exchanges. The Commission approves an application by Bell Canada to allow it to continue to serve 14 customers from the Streetsville exchange in spite of the fact that these customers will be located in the Brampton exchange as a result of changes in the boundary between the Streetsville and Brampton exchanges. 2002-70 - The Commission approves the application filed by Thunder Bay Telephone to review and vary the amount of Thunder Bay Telephone's total subsidy requirement for the years 2003, 2004 and 2005 determined in Regulatory framework for the small incumbent telephone companies, Decision CRTC 2001-756, 14 December 2001. 2002-71 - The Commission approves, on a final basis, effective 1 January 2002, a 2002 contribution collection revenue-percent charge of 1.3%, the 2002 subsidy per residential network access service (NAS) for the territories of the large incumbent local exchange carriers (ILECs) and the 2002 contribution requirements for Société en commandite Télébec (Télébec) and TELUS Communications (Québec) Inc. 2002-73 - Call-Net Enterprises Inc. v. Bell Canada – Compliance with winback rules. The Commission finds that Bell Canada is in violation of the Commission's winback rules. The Commission directs Bell Canada to: (1) cease and desist from violating the winback rules; (2) develop internal procedures to ensure that it complies with the winback rules from the time that a local service provider submits a local service request; and (3) report to the Commission within 60 days on the internal procedures it has put in place to ensure and track compliance with the winback rules. 2002-74 - Call-Net Enterprises Inc. v. Bell Canada and Bell Nexxia – Alleged discrimination in Bell Canada's winback campaigns. The Commission denies Call-Net Enterprises Inc.'s request for an order directing Bell Canada and Bell Nexxia to cease and desist from informing resellers that, if they chose Bell Nexxia as their wholesale service provider, Bell Canada would not target their toll and toll-free customer bases in its winback activities. 2002-75 - TELUS Communications Inc. – Application with respect to the scope of Telecom Public Notice CRTC 2002-4. The Commission responds to requests made by TELUS Communications Inc. for notice on several matters relating to Telecom Public Notice CRTC 2002-4, Competitor Digital Network Access service proceeding, 9 August 2002 and establishes revised dates in connection with this proceeding.
