Facilities-Based Providers of telecom services

 

Facilities-based providers own or operate a transmission facility used by that provider or another provider to offer telecommunications services to the public for compensation.

Those providers deemed eligible to operate as a Telecommunications Common Carrier (TCC) must register with the Commission and comply with the Canadian ownership and control requirements of the Telecommunications Act and the Canadian Telecommunications Common Carrier Ownership and Control Regulations.

Obligations

Facilities-based providers must:

  • register with the CRTC as a telecommunications service provider
  • file data with the CRTC on a regular basis
  • file ownership and control information to demonstrate that they are eligible to operate as a telecommunications common carrier
  • obtain a Basic International Telecommunications Services (BITS) license
