Facilities-Based Providers of telecom services

 

Facilities-based providers own or operate a transmission facility used by that provider or another provider to offer telecommunications services to the public for compensation.

Those providers deemed eligible to operate as a Telecommunications Common Carrier (TCC) must register with the Commission and comply with the Canadian ownership and control requirements of the Telecommunications Act and the Canadian Telecommunications Common Carrier Ownership and Control Regulations.

Registration Lists

• Incumbent Local Exchange Carriers (ILECs) a facilities-based incumbent provider of local voice services
• Small Incumbent Local Exchange Carriers (SILECs) a small facilities-based incumbent provider of local voice services
• Competitive Local Exchange Carriers (CLECs) a facilities-based provider of local voice services
• Non-dominant Carriers a facilities-based provider of a class of services subject to forbearance as outlined in Telecom Decision 95-19
• Wireless Carriers a facilities-based provider that owns licensed spectrum that it uses to provide mobile service in Canada
• Other Carriers

Obligations

Facilities-based providers must:

• register with the CRTC as a telecommunications service provider
• file data with the CRTC on a regular basis
• file ownership and control information to demonstrate that they are eligible to operate as a telecommunications common carrier
• obtain a Basic International Telecommunications Services (BITS) license
