Registering and Reporting to the CRTC

Submitting an Application for Registration

To register with the CRTC as a telecommunications services provider, submit an application with the following:

  • A letter stating:
    • Whether the entity is a Facilities-Based or Non-Facilities-Based Provider
    • The registration list on which the entity should appear
    • The entity's legal name and address
    • An acknowledgement that the entity understands and will conform to the regulations associated with the list(s) for which it is registering
  • CLECs, Wireless Carriers and CPTSPs must also include Service Area Maps that accurately represent the geographical area(s) in which they intend to provide services, along with its equivalent local interconnection regions (LIRs) if known.
  • Non-Facilities-Based Providers may file using paper Data Collection Forms if they are not already registered as a Facilities-Based Provider or a BITS licensee.

How to know when an entity has been registered

During registration the applying entity will be asked to designate a central point of contact called a Response Manager. Once all of the requirements associated with a registration list have been met and CRTC staff has processed the application, a letter confirming registration will be sent to the Response Manager. The registering entity will appear on the registration list within 24 hours of the date the confirmation letter is sent.

Changing an entity’s registration information

During registration the applying entity will be asked to designate a central point of contact called a Response Manager. The Response Manager must notify the CRTC of any changes to the entity’s registration information, including:

  • The registered entity’s legal name and address
  • The designated Response Manager’s namer, title, e-mail address, telephone and/or fax number

The Response Manager can initiate these changes by submitting a telecom-related request form. If additional information is required, CRTC staff will contact the Response Manager directly.

Annual reporting obligations

Telecommunications Services Providers must file data with the CRTC on a regular basis pursuant to the obligations outlined by the Telecommunications Act. As such, all registered entities must participate in the CRTC’s annual data collection surveys. For more information, visit the Data Collection Page

Reporting to the CRTC Electronically

All Facilities-Based Providers must file electronically using the Data Collection System (DCS). DCS is used during registration and as part of the annual and ongoing reporting obligations.

How to Obtain Access to the Data Collection System (DCS)

Access to DCS is restricted to authorized Response Managers, Executive Sponsors and Survey Respondents by means of a one-time use activation code. The Response Manager much obtain access to DCS first, at which time they can designate Executive Sponsors and Survey Respondents.

  • Once you have obtained access to Access Key, call the Commission’s Telinfo line at 819-997-4597 to request a DCS activation code.

Registration List Contact Information Form(s)

  • Form(s) 802 – Registration List Contact Information is used to automatically populate the registration list(s) with contact information
  • Form(s) 802 is issued in DCS during registration and every year pursuant to ongoing reporting obligations
  • A Form 802 is issued for each registration list on which the entity appears
  • Only the entity’s designated Response Manager or a designated Survey Respondent may complete Form(s) 802

Reporting Entity Profile Form

  • The Reporting Entity Profile form, or the REP form, seeks basic information about the entity applying for registration.
  • The REP form is issued in DCS during registration and every year pursuant to ongoing reporting obligations
  • The REP form only needs to be completed once, regardless of how many lists on which the entity appears.
  • Only the entity’s designated Response Manager or a designated Survey Respondent may complete the REP form
