Filing electronic documents

You can submit a variety of documents and information electronically to the CRTC, including application and registration forms, comments and interventions.

You need an active epass to securely submit any documents online. You'll find more information in epass FAQ.

Filing a document using epass

To file a document securely using epass, fill in the Cover page and attach files. You’ll see information about privacy first.

Submitting an application

To submit an application:

  1. Complete the application form and create supporting documents.
  2. Fill in the Cover Page and attach files. You'll see information about privacy first.
  3. Submit the package.

Submitting interventions or comments

Submit your broadcasting or telecommunication interventions or comments relating to a public proceeding electronically by completing the Intervention/comments form.

Submit information with regards to a telecommunication application or process using our online form.

Registering as an interested party

You or your organization can register as an interested party for telecommunications proceedings. When you're registered, you'll be notified about applicant filings that relate to specific applications or public processes. You may also decide to receive documentation about common carrier activities such as tariff filings and quality of service standards.

Register electronically as an interested party by completing the CRTC Registration form.

Inform us electronically of any modification to your contact information, by completing our Change of Information form.

Note: To keep the process as efficient as possible, you should provide the CRTC with a single, central email address or mailbox. As well, to ensure you receive essential information in a timely manner, your mailbox should be accessible by more than one person in your organization.

Registering as a reseller

Register electronically as a reseller by completing the Reseller form.

Other electronic filings

For all other electronic filings, unless otherwise specified, submit to the CRTC using one of our broadcasting or telecommunication electronic forms.

Your personal information on the CRTC Web site

When you provide information as part of a public process (except information under a claim of confidentiality), your name, email address, postal or street address, telephone and fax number, and other personal information you submit become part of a file that can be publicly accessed. This file is posted on the CRTC Web site.

Any documents you include will also be put on the CRTC Web site exactly as they're received - including any personal information, and in their original official language and format

The personal information you provide will be used and disclosed for the purpose for which the information was obtained or compiled by the CRTC or for a use consistent with that purpose. However, as the information provided will be on the public record and posted on the CRTC's website, the CRTC is not liable for the use or disclosure of this information by any other person for any other purpose.

Confidential material

Using epass, confidential documents can be filed securely. Before submitting any documents electronically, you must clearly mark all confidential information as confidential. Confidential documents will not be posted on the CRTC Web site, but they will be used internally by CRTC staff.

Software you can use

Hypertext Markup Language (HTML) is the preferred tool for conducting business on the Internet. Documents can also be electronically filed using programs such as Microsoft Word, Corel, WordPerfect, or Adobe Acrobat. Electronic copies of graphs and diagrams should be provided in the same software format used to create them.

Making documents more user-friendly on the Internet

Paragraph numbering can help readers find a sentence or paragraph that is cited in a document. This is especially important because the settings used for printers and computers vary widely - which can affect page numbering and appearance.

As well, to help readers determine that a document has not been damaged during electronic transmission, add the following line after the final paragraph: End of Document

Viruses

The CRTC uses a program to detect viruses, and we check our Web site on a daily basis. However, we also count on your vigilance. You should advise the CRTC of potential virus concerns, as soon as possible. You should also scan your files and documents before sending them to the CRTC.

When your document will appear on the CRTC Web site

The CRTC updates its Web site twice each week day: at 11:00 Eastern time and at midnight.

Normally, an electronic submission about a proceeding will be posted on the site two updates after it is received. For example, if the CRTC receives your submission before 1:00 PM on Monday, you can expect to see it on the Web site after our update at 11:00 on Tuesday. This applies to the non-confidential portion of telecommunications applications, comments or interventions, and any replies.

Broadcasting applications are posted on our Web site only after the CRTC has officially announced their receipt in a public notice. These applications and other CRTC publications - such as decisions and orders - are posted on the Internet at the same time as the scheduled release of the hard copy document.
