Special broadcasting committee
By-Law No. 28

WHEREAS the Canadian Radio-television and Telecommunications Commission is empowered by section 11 of the Canadian Radio-television and Telecommunications Commission Act, R.S.C. 1985, c. C-22, as amended, to establish special and standing committees of the Commission and to delegate duties to such committees.


NOW THEREFORE be it, and is hereby enacted that


(a) a Special Broadcasting Committee is established as a special committee of the Commission which shall consist of all members of the Canadian Radio-television and Telecommunications Commission;

(b) the Special Broadcasting Committee is delegated the authority to

  1. issue guidelines and statements pursuant to section 6 of the Broadcasting Act, S.C. 1991,  c. 11;
  2. conduct consultations with the Minister as required by subsections 7(6), 8(4), 15(2) and 26(4) of the Broadcasting Act;
  3. make reports pursuant to subsection 15(1) of the Broadcasting Act;
  4. conduct consultations with panels established pursuant to subsection 20(1) of the Broadcasting Act;
  5. refer any matter to the Commission;

(c) meetings of the Special Broadcasting Committee shall be convened only when a quorum of the Commission cannot be obtained because one or more members are unable to participate in a meeting of the Commission for medical reasons;

(d) a quorum for meetings of the Special Broadcasting Committee shall be a majority of the members thereof and no advance notice shall be necessary for the holding of such meetings;

(e) any act or thing done by the Special Broadcasting Committee shall be deemed to be an act or thing done by the Commission.
