A lawyer in Quebec for more than 30 years, Mr. Dupras has extensive experience in the fields of business, entertainment, media and communications as well as strategic and regulatory affairs. Since 2010, he acted as senior counsel in business and securities law with the Montreal firm of Spiegel Sohmer Inc.

During his career, Mr. Dupras has developed expertise in the field of television and film, having worked on more than 50 titles. He has represented a number of recognized Canadian independent producers and distributors, as well as foreign groups. In this role, he structured, negotiated and drafted various agreements relating to the development, financing, production and distribution of audiovisual products worldwide. Since the late 1990s, Mr. Dupras worked in corporate law and acted as special counsel to companies in the Canadian communications sector.

This term is Mr. Dupras’ second as a full-time CRTC commissioner for the province of Quebec. He previously held the position between 1993 and 1998 and served as a part-time commissioner in 1992.

Mr. Dupras holds a law degree from the University of Ottawa and is a member of the Quebec Bar since 1983, Montreal section.

His term ends on August 10, 2019.
