FM Policy: Additional Flexibility in the Scheduling of Mosaic Programming
In its Public Announcement dated 20 April 1979 entitled "Implementation of the FM Policy", the Commission indicated that it had reduced the target levels for combined Foreground and Mosaic formats to 33% for independent licensees and 50% for joint licensees. At the same time, it indicated that time segments qualifying as mosaic on the basis of Enrichment sub-categories should contain not less than 30 seconds of Enrichment material.
In Public Notice CRTC 1983-43, "Policy Statement on the Review of Radio", the Commission announced an alternative use of the Mosaic format in or der to permit FM licensees flexibility in the scheduling of mosaic programming:
The target levels for the combined Foreground and Mosaic formats will be reduced to 25% for independent licensees and 35% for joint licensees, if those segments qualifying as mosaic by use of the Enrichment or Spoken Word Actuality contain either 3 minutes of Enrichment and Spoken Word Actuality or a 11/2 minute package of Enrichment material.
Licensees will be expected to indicate in their Promises of Performance which of the target levels ... they intend to attain.
After further consideration, and as a result of representations from FM radio broadcasters, the Commission intends to allow additional flexibility in the scheduling of Mosaic format programming by revising the procedures relating to the announced policy.
The revised procedure will allow licensees the flexibility to design a mix of the existing and the new mosaic alternatives appropriate to their stations' overall programming orientation and to adjust the proportions of these mosaic programming types throughout the licence term, without the necessity of informing the Commission.
Those licensees wishing to make use of the procedures with respect to Mosaic programming which have been in effect since 1979 may continue to do so.
Any time segments qualifying as Mosaic under the new criteria, that is, by the use of either a 11/2 minute package of Enrichment material (category 3) or a total of 3 minutes of Enrichment and Spoken Word Actuality material (categories 3 and 4), will be awarded a double time credit and will, therefore, be counted as two Mosaic segments. Licensees will not be expected to indicate in their Promises of Performance which of the methods of qualifying Mosaic segments they intend to use.
Licensees will only be required to state their proposed combined foreground and mosaic levels in their Promises of Performance. The existing targets (50% for joint licensees, 33% for independents) will be retained as a result of the revised procedure.
