Pursuant to Public Notice CRTC 1986-55 dated 4 March 1986, the Commission approves the applications to amend the broadcasting licences for CFFM-FM Kamloops and its rebroadcasting stations CFFM-FM-1 Savona, CFFM-FM-2 Clearwater, CFFM-FM-3 Merritt, CFFM-FM-4 Clinton, CFFM-FM-6 Cache Creek/Ashcroft, CFFM-FM-7 Pritchard and CFFM-FM-8 Chase, by changing the station format from "Group III" to "Group I".
As a result of this approval, the licensee's AM and FM undertakings in Kamloops will switch music formats, so that predominantly country music is broadcast on CFJC and predominantly softer pop and rock music on CFFMFM. The licensee will continue to comply with the Promise of Performance of CFFM-FM and to respect the Commission's policies and regulations applicable to each station.
The Commission acknowledges the intervention submitted by CFCW Ltd., licensee of CHRK-FM Kamloops, opposing CFFM-FM's format change on the grounds that a "Group I" station would duplicate much of CHRK-FM's programming and would not contribute to the diversity of service in this market. The intervener also stated that Kamloops lacked the resources to support "two contemporary FM licences".
The licensee has argued in response that CHRK-FM is licensed as a "Group II" station while CFFM-FM would operate in the "Group I" format and that programming would not be duplicated.
The Commission considers that the format changes should enable the licensee to continue to contribute to the diversity of service in this market with minimal impact on its listeners, and should have no direct effect on other broadcasters.
The licensee requested a reduction in the amount of category 6 programming (Music-Traditional and Special Interest) from 9 hours 29 minutes to 3 hours 45 minutes per week. In its Policy Statement on the Review of Radio in March 1983 and in a number of subsequent decisions, the Commission reaffirmed that FM stations authorized to broadcast Music -Traditional and Special Interest would generally not be permitted to reduce this programming to a level less than 8 hours per week.
The Commission considers that a departure from the policy is not warranted in this case. Accordingly, the proposal to reduce the amount of Traditional and Special Interest music is approved in part. The Commission approves a reduction of music from this category to 8 hours per week with a commensurate reduction in the proposed level of category 5 music.
The Commission also approves the applications to amend the broadcasting licences for CFFM-FM-5 100 Mile House and CIFM-FM Williams Lake by changing the program source from CFFM-FM Kamloops to CFJC Kamloops. This change will enable the licensee to continue to provide a Country music service to listeners in the Williams Lake and 100 Mile House areas.
