BELL CANADA AND BRITISH COLUMBIA TELEPHONE COMPANY - FILING OF PHASE III MANUALS

In Inquiry into Telecommunications Carriers' Costing and Accounting Procedures: Phase III - Costing of Existing Services, Telecom Decision CRTC 85-10, 25 June 1985 (Decision 85-10), the Commission stated that it would issue orders regarding the preparation of Phase III costing manuals following its assessment of the documents and reports required to be filed by Bell Canada (Bell) and British Columbia Telephone Company (B.C. Tel) relating to their respective implementation of an RSP based costing method. Pursuant to Decision 85-10, Bell and B.C. Tel each filed with the Commission on 25 July 1985, a number of basic documents, including the most recent edition of the Telecom Canada Administrative Practices (TCAPs) and each company's accounting manuals (the 25 July 1985 submissions). In addition, on 25 October 1985, Bell and B.C. Tel each filed with the Commission a number of reports relating to the implementation of an RSP based costing method (the 25 October 1985 submissions). On 19 December 1985, the Commission addressed interrogatories to Bell and B.C. Tel regarding the information filed with the Commission. Bell and B.C. Tel each filed responses to the interrogatories on 31 January 1986. During February and March 1986, members of the Commission's staff met with representatives of Bell and B.C. Tel respectively with a view to clarifying certain of the information filed with the Commission. Working notes of these meetings have been placed on the public file.
Pursuant to Participation of Bell Canada and British Columbia Telephone Company in the Multiline and Data Terminal Equipment Market, Telecom Decision CRTC 86-5, 20 March 1986, Bell and B.C. Tel each filed with the Commission on 21 April 1986, a report on their respective approach to identify revenue and cost information associated with the provision of competitive terminals in two distinct Phase III categories, as well as a report on their respective approach to establishing separate accounts for the assets, revenues and expenses to be associated with the Competitive Terminal - Multiline and Data category (the 21 April 1986 submissions). During May 1986, members of the Commission's staff met with representatives of Bell and B.C. Tel respectively regarding the 21 April 1986 submissions. Working notes of these meetings have also been placed on the public file.
In Telecom Order CRTC 86-516, issued today, the Commission requires Bell and B.C. Tel to file, by 30 September 1987, Phase III Manuals for approval by the Commission together with an initial set of results for the calendar year 1986.
In the same order, Bell and B.C. Tel are required, on or before 31 October 1986, to file the most recent edition of the TCAPs together with a proposal to ensure that the Commission's copy is kept up to date. On the same date, Bell is required to file its General Accounting Circulars 101.15, 101.16 and 301.2 and B.C. Tel is required to file its accounting manual. In each case, the company is directed to submit a proposal to ensure that the Commission's copy of these documents is kept up to date. The Commission has decided that it would be desirable to have in place a procedure to deal with future updates to the Phase III Manuals. In this public notice, the Commission invites comments on the Bell and B.C. Tel Manuals and on the following proposal for updating them:
(a) Each year, by 30 April, Bell and B.C. Tel would each file with the Commission, a written
report identifying all proposed changes necessary to update their respective Phase III
Manuals and the reasons why each change is required.
(b) The Commission would review these reports and decide whether any of the changes should
be the subject of a public notice to provide an opportunity for interested persons to comment.
(c) Unless a proposed update requires immediate attention, the Commission would plan to issue
an order each year by 30 September which would indicate, for each proposed change,
whether it is approved, denied or subject to further study.
(d) Bell and B.C. Tel would proceed to implement all approved changes and each would file with
the Commission by 30 December, the amended pages to update the Commission's copy of
the company's respective Phase III Manuals.
With respect to these matters, the Commission is establishing the following procedure:
1. Persons wishing to participate in this proceeding should so notify the Commission by writing to
Mr. Fernand Bélisle, Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, by 31 October
1986. The Commission will then distribute a list of interested parties with their mailing
addresses.
2. Bell and B.C. Tel shall each serve on interested parties, by 30 September 1987, a copy of
their respective Phase III Manuals together with the initial set of results.
3. Bell and B.C. Tel shall each file with the Commission and serve on interested parties, by 30
September 1987, comments on the proposal set out above relating to future updates of their
respective Phase III Manuals.
4. Interested parties wishing to comment on the Bell and B.C. Tel Phase III Manuals and the
proposal relating to future updates to the Manuals, may do so by writing to the Commission,
with a copy to Bell, B.C. Tel and the interested parties, by 30 November 1987.
5. Reply comments by Bell and B.C. Tel shall be filed with the Commission by 31 December
1987, with a copy to all interested parties.
6. The submissions by Bell and B.C. Tel of 25 July 1985, 25 October 1985 and 21 April 1986 as
well as each company's interrogatory responses of 31 January 1986 and the working notes of
the meetings between members of the Commission's staff and representatives of Bell and
B.C. Tel may be examined at the offices of the CRTC, Room 201, Central Building, Les
Terrasses de la Chaudière, 1 Promenade du Portage, Hull, Quebec, or 700 West Georgia
Street, Suite 1130, Vancouver, British Columbia.
