Pursuant to Public Notice CRTC 1987-113 dated 22 April 1987, the Commission renews the broadcasting licences for CHNL Kamloops, CHNL-1 Clearwater, CHNL-3-FM Sorrento, CINL Ashcroft/Cache Creek and CJNL Merritt from 1 October 1987 to 31 August 1991, subject to the conditions specified in this decision and in the licences to be issued.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and notes that while the licensee has indicated its promotion of and support for community arts groups including production of the "Top 10 Canadian" show featuring interviews with Canadian artists, it has not provided the Commission with future plans or a budget in this regard. Accordingly, the Commission requires NL Broadcasting Ltd. to submit a report within three months of the date of this decision describing its specific plans with respect to the promotion and on-air exposure of local and regional music talent on CHNL Kamloops and CJNL Merritt, including precise budget allocations for each station.
It is a condition of each licence that the licensee adhere to the CAB self-regulatory guidelines on sex-role stereotyping, as amended from time to time and accepted by the Commission.
The Commission acknowledges the intervention submitted by Big Brothers/Big Sisters of Kamloops in support of the renewal of the broadcast licence for CHNL Kamloops, citing the support and assistance provided by the licensee for its community work.
