Radio Affiliation - Disaffiliation with Networks
Pursuant to the provisions of the Broadcasting Act, a licensee wishing to operate its broadcasting undertaking as part of a network may do so only in accordance with conditions of its licence.
The following condition is attached to most licences:
 The licensee shall not affiliate or disaffiliate with any network operator without first having obtained the written approval of the Commission.
The Commission has in the past approved affiliation and disaffiliation with a network operator on a case-by-case basis upon application.
Its experience with network affiliation in radio has led it to the conclusion that this method is unduly burdensome to licensees and to the Commission.
Therefore, the Commission announces that it hereby permits the affiliation or disaffiliation with any licensed radio network, for radio licensees whose licenses are subject to the above condition. This approach does not apply to the CBC radio network and its affiliates. Radio licensees wishing to affiliate or disaffiliate with the CBC will be required to do so through application to the Commission.
Radio network operators are expected to file a report with the Commission every three months listing their affiliates for each network program. In the future, the Commission proposes to attach this requirement as a condition of licence applicable to networks either at the time of issuance of a new licence or at the time of the renewal of current network licences.
The Commission reminds radio licensees that, even while affiliated to networks, they retain complete responsibility for their entire program schedule and will remain fully accountable for meeting regulatory requirements and operating in accordance with applicable conditions of licence and Commission policies.
Those radio licensees whose licences are not currently subject to the above-noted condition of licence and who wish to avail themselves of the blanket authorization are hereby invited to apply to the Commission to add this condition.
