Pursuant to Public Notice CRTC 1992-7 dated 20 January 1992, the Commission renews the broadcasting licence for the television programming undertaking affiliated to the Quatre-Saisons television network, CFAP-TV Quebec City, from 1 September 1992 to 31 August 1997, subject to the conditions specified in the licence to be issued.
As outlined in the preamble to this decision, the Commission has granted this five-year renewal in view of the generally-poor financial results of the past few years and the uncertain economic climate. This term will allow for an early review of the situation.
The Commission expects the licensee to maintain its commitment to broadcast 7 hours and 50 minutes of local news programming weekly, as proposed in its licence renewal application. The Commission notes that CFAP-TV has exceeded its commitments with respect to the production of local programming during its first licence term.
The Commission encourages the licensee to rebroadcast in full the captioning provided within captioned programming.
The Commission notes the licensee's commitment to continue broadcasting, on CFAP-TV, captioned local programs, that is, all news and sports news programming, for a total of 240 hours annually. The Commision notes the commitments made by the licensee with respect to CFAP-TV's policy on programming produced by native organizations.
The Commission acknowledges the interventions received with respect to this licence renewal application.
