ERRATUM 92-12-1
Corrections to Competition in the Provision of Public Long Distance Voice Telephone Services and Related Resale and Sharing Issues, Telecom Decision CRTC 92-12, 12 June 1992.
The Commission has discovered an inadvertent omission in the Attachment to the above-noted Decision, and some typographical errors in the body of the Decision. None of these affects the findings or the substance of the Decision; nevertheless, they require correction for the record. They are described, and the relevant corrections are set out, below.
In the Attachment, the Commission estimated the total amount of subsidy required in 1993 to maintain affordable local rates, and set payments for competitors to recover their share of the amount. The Decision specifically requires that cross-border and overseas minutes are to be included in the total amount of long distance traffic for which contribution payments are required. However, in the Attachment, not all of those minutes were included in the count of total minutes used to estimate the required payments. This omission would have produced a situation in which the competitors were making higher per-unit contribution payments than necessary to generate their share of the total amount of subsidy determined by the Commission to be required in 1993.
The total dollar amount of subsidy specified by the Commission in the Decision remains unchanged. However, inclusion of all of the cross-border and overseas minutes, as required by the Decision, adjusts the per-unit contribution figures to the appropriate levels.
(1) Accordingly, it is necessary to correct page 198 and the tables on pages 86, 182, 183, 188 and 189, which were derived from the figures on page 198. These revised pages are attached hereto.
The above changes relate only to the 1993 initial estimates of contribution. As specified at page 85, the Commission will in the future set contribution charges based on consideration of updated information to be provided by the respondents.
(2) On page 176 of the Decision:
a) in numbered paragraph 9 the words "modified to reflect the specific services offered by the Company" were omitted and should be inserted immediately after the words "revised tariff pages incorporating Appendices II, III and IV";
b) in numbered paragraph 11 the reference to that paragraph should be replaced by a reference to numbered paragraph 8.
(3) At page 181, charges are specified related to the recovery of start-up costs. The charges in the case of Island Tel and NBTel were transposed. The figure for Island Tel should read "$0.0020" and the figure for NBTel "$0.0010". The same change is required on page 92.
