Notice of Public Hearing CRTC 1994-18

In Public Notice CRTC 1994-130 dated 20 October 1994, the Commission published a call for comments concerning Order in Council P.C. 1994-1689. The Commission hereby announces that it will be holding a public hearing commencing on 6 March 1995 and ending no later than 31 March 1995, at the Conference Centre, Phase IV, 140 Promenade du Portage, Hull, Quebec.

The first deadline for submission of written comments is 16 January 1995. In addition, interested parties will then have an opportunity to submit written comments by 13 February 1995 regarding any issue(s) raised during the first stage of the written proceeding. The initial comments filed with the Commission may be examined in the Commission's offices, as listed in this Notice of Public Hearing.

The Commission wishes to emphasize that those wishing to include research findings as part of their submissions should provide details concerning the methodology employed in conducting their research. Such material must be filed by the first deadline for the submission of comments and no new studies will be accepted after that date.
|
|
Because of time constraints, the Commission will only accept submis-sions that are received on or before the prescribed dates noted above. In other words, the submissions must actually be received not merely mailed by the specified dates.
|
|
The Commission wishes to provide the following additional information respecting procedural requirements to interested parties intending to participate in this process:
|
|
1. Interested parties wishing to appear at the public hearing must first have participated in the "written process" of this proceeding. Parties may participate in either the first or second stage of the written process, or both stages.
|
2. As noted in Public Notice CRTC 1994-130, each submission must include a short executive summary.
|
|
3. Those requesting to appear will be required to provide reasons, on the first page of their submission, as to why their written submissions are not sufficient and an appearance is necessary. The Commission will inform them whether their request to appear is granted. The Commission reiterates that consideration of all written submissions will be an important element in the preparation of its report.
|
|
4. In light of the nature of this proceeding, the Commission expects that all information provided in this process will be made public.
|
|
5. In the second stage of the process, only comments on issues raised in the submissions received in the first stage of the process will be accepted. Interested parties participating in the second stage of the written process will be required to identify, on the first page of their submission, which of the submissions from the first stage their comments are addressing.
|
|
6. Because of time constraints, and to ensure effective use of the public hearing time, the Commission may use a written question process to obtain additional information from those who have filed submissions, after either the first or second stage of the written process. The Commission would then expect that this information would be part of the public file.
|
|
7. At the public hearing, parties will not be questioning or cross-examining each other.
|
|
8. Given the informal nature of this proceeding, the Commission has decided not to entertain any requests to award costs.
|
|
9. Submissions filed in response to this notice must be addressed to the Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, and must be filed in hard copy form. Parties are encouraged to provide the Commission with a copy of all text material contained in their submissions on IBM-compatible floppy diskettes, either in the WordPerfect 5.1 format or as an ASCII text file. The Commission also requests that, where applicable, copies of spread sheets be provided as Lotus WK1 or Microsoft Excel files. Electronic copies of graphs and diagrams should be provided in the default format of the software used to create them.

10. The Commission will determine at a later date, the time period to be allocated for oral presenta-tions and it will announce no later than 24 February 1995 which parties will be invited to appear.
|
|
11. The Commission expects to make available for inspection by all interested parties a summary of the issues, at CRTC offices and the public examination room, beginning 6 March 1995.

SPECIFIC INDIVIDUAL REQUIREMENTS
PERSONS WISHING TO APPEAR AT THE HEARING AND REQUIRING SIGN LANGUAGE INTERPRETATION ARE REQUIRED TO INFORM THE COMMISSION AT LEAST TWENTY (20) DAYS BEFORE THE COMMENCEMENT OF THE PUBLIC HEARING SO THAT THE NECESSARY ARRANGEMENTS CAN BE MADE.
