Licence renewals and amendments
Following a Public Hearing in Halifax beginning on 4 April 1995, the Commission renews the licences held by Island Cablevision Ltd. for the radiocommunication distribution undertakings serving Morell East (Cobb's Hill) and Springhill as well as their respective surrounding areas, from 1 September 1995 to 31 August 2002, subject to the conditions in effect under the current licences, as well as to those conditions specified in the licences to be issued.
The licensee is authorized to continue to distribute, in encrypted mode, the following programming services on each undertaking:
CHCH-TV (IND) Hamilton
WXYZ-TV (ABC) Detroit, Michigan
WLBZ-TV (NBC) Detroit
WMED-TV (PBS) Calais, Maine
Atlantic Satellite Network (ASN)
The Sports Network (TSN)
The Commission approves the application to amend the licence of the undertaking serving Morell East (Cobb's Hill) and the surrounding areas by changing the channels for WXYZ-TV from 17 to 18; and for WLBZ-TV from 23 to 24.
The Commission also approves the application to amend the licence of the undertaking serving Springhill and the surrounding areas by changing the channel for The Sports Network from 60 to 59.
In order not to jeopardize the financial viability of neighbouring subscription-based systems, it is a condition of each licence that the licensee shall not solicit or accept a subscription from, or make available equipment to decode its signals for use by, any person resident inside or outside of the area encompassed by the contours approved for the licensee by the Commission, when that person is resident
a) within the authorized service area of any cable distribution undertaking licensed now or in the future, or
b) within the area encompassed by the contours approved by the Commission for any other subscription-based broadcasting undertaking licensed now or in the future,
unless the prior written consent of the licensee of the other undertaking or the prior approval of the Commission has been obtained or, in the case of a person residing inside the approved contours, that person had subscribed to the licensee's subscription television service prior to the licensing of the other undertaking.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
