Licence renewal for CJRM-FM
Following Public Notice CRTC 1995-10 dated 20 January 1995, the Commission renews the licence for Type A community radio programming undertaking CJRM-FM Labrador City, from 1 September 1995 to 31 August 2000, subject to conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan for community radio undertakings across Canada and to better distribute the Commission's workload. This term is not reflective of any Commission concern regarding the licensee's performance.
The Commission approves the licensee's proposal to expand its broadcast week from 42 hours to 126 hours.
The Commission also approves the application to amend the licence for CJRM-FM by deleting the condition of licence limiting advertising to a maximum of 20% of the station's total broadcast time. In Public Notice CRTC 1992-38 dated 29 May 1992 entitled "Policies for Community and Campus Radio", the Commission announced that there will be no limit on advertising for Type A community radio stations.
The Commission notes that the station will broadcast a minimum of 5% Category 3 music (Traditional and Special Interest) as a percentage of overall music programming.
The Commission points out that the licensee will no longer rebroadcast the programs of CFMF-FM Fermont.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It considers that community radio stations should be particularly sensitive to this issue in order to reflect fully the communities they serve. It encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
The Commission acknowledges the intervention filed by Humber Valley Broadcasting Company Limited opposing the licensee's proposal to increase the number of hours of broadcast and is satisfied with the reply to the intervention.
