Licence renewal for VOCM-FM and its transmitter VOCM-FM-1
Following Public Notice CRTC 1995-10 dated 20 January 1995, the Commission renews the broadcasting licence for the radio programming undertaking consisting of VOCM-FM St. John's and its transmitter VOCM-FM-1 Clarenville from 1 September 1995 to 31 August 2002, subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
The Commission notes that VOCM-FM will broadcast 113 hours of local programming per week from studios located in St. John's.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent. As part of its renewal application, the licensee indicated that it was unable to make a commitment in direct expenditures to Canadian talent development because of the station's financial difficulties. The Commission accepts the licensee's plans which will be limited to indirect cost initiatives involving interviews with local artists, concerts and new recordings. In this regard, the Commission will expect the licensee to make direct cost contributions to the development of Canadian talent once the station achieves a positive operating income, the profit before interest and tax (PBIT) index being the primary profitability indicator. Meanwhile, the Commission encourages the licensee to seek out other means of supporting, developing and exposing on-air local and regional talent.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
