Acquisition of assets of radiocommunication distribution undertaking, relocation of transmitter and new cable distribution undertaking
Following a Public Hearing in Winnipeg beginning on 5 June 1995, the Commission approves the application for authority to acquire the assets of the radiocommunication distribution undertaking serving Regina Beach from Regina Beach and District T.V. Co-operative, and for a broadcasting licence to continue the operation of this undertaking.
Upon surrender of the current licence, the Commission will issue a licence to Regina Cablevision Co-operative Limited, expiring 31 August 2001, the current expiry date. The licence will be subject to the same conditions as those in effect under the current licence, as well as to any other condition specified in the licence to be issued.
The total value of the transaction is $85,496. Based on the evidence filed with the application, the Commission has no concerns with respect to the availability or the adequacy of the required financing.
The Commission reminds the purchaser of its longstanding policy that subscribers should not be required to pay higher fees merely because the ownership or control of an undertaking has changed hands.
This undertaking is authorized to distribute, in encrypted mode, the following programming services:

The Commission also approves the application for authority to relocate the transmitter from the north side of Long Lake to Regina Beach.
New cable distribution undertaking
The Commission further approves the application by Regina Cablevision Co-operative Limited for a licence to carry on a cable distribution undertaking to serve Regina Beach, Kinookimaw and Buena Vista and will issue a Class 2 (fewer than 2,000 subscribers) licence expiring 31 August 1998. This term is consistent with the Commission's practice regarding the licensing of new undertakings of this type.
With the exception of the requirements stipulated in section 23 of the Cable Television Regulations, 1986 (the regulations), the operation of this undertaking will be regulated pursuant to Parts I and III of the regulations and the licence will be subject to the conditions specified in this decision and in the licence to be issued.
The Commission notes that after publication of the Notice of Public Hearing CRTC 1995-6 dated 6 April 1995, the applicant was informed that the signal of the Saskatchewan Legislature Proceedings, which it had proposed to distribute, would not be available.
The Commission further notes that this undertaking is owned and controlled by a not-for-profit organization whose structure provides for membership, management, operation, and programming primarily by members of the community at large.
It is a condition of this licence that construction of this undertaking be completed and that it be in operation within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete implementation before the expiry of this period and that an extension of time is in the public interest, within such further period of time as is approved in writing by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. It encourages the applicant to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
The Commission notes that it has received an intervention in support of each of these applications.
The Commission also acknowledges three interventions received in opposition to these applications and it is satisfied with the applicant's replies thereto.
The Commission has considered Regina Cablevision Co-operative Limited's commitment to provide all existing subscribers of Regina Beach and District T.V. Co-operative with acceptable service, either through its radiocommunication distribution undertaking or through its cable distribution undertaking, and it is satisfied that approval of these applications is in the public
interest.
