Licence renewal for CKDO and Denial of relief from implementation of remainder of benefits package
Following Public Notice CRTC 1995-50 dated 30 March 1995, the Commission renews the broadcasting licence for CKDO Oshawa, from 1 September 1995 to 31 August 1999, subject to the conditions in effect under the current licence, as well as to those conditions specified in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The licensee has also applied for relief from the implementation of $159,000 in previously approved benefits. While recognizing the ongoing financial difficulties of both CKDO and CKGE-FM Oshawa, the Commission is concerned that the licensee has not fulfilled its commitment to provide an additional two hours of news programming on CKDO. Moreover, the Commission notes that, in Decision CRTC 92-597, the licensee was provided some flexibility in the implementation of the benefits package approved in Decision CRTC 90-1003. In view of the above, the Commission denies the licensee's request to be relieved from the requirement to spend the remaining $159,000 originally allocated to news staff. The Commission expects the licensee to direct these monies to programming-related initiatives of the type normally accepted by the Commission as benefits, and to submit a report within three months of the date of this decision, outlining its plans and schedule of implementation.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent. As part of its renewal application, the licensee did not propose a commitment in direct expenditures to Canadian talent development. The Commission however encourages the licensee to seek out other means of supporting, developing and exposing local and regional talent on-air.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
