Licence renewal for CHWO
Following Public Notice CRTC 1995-50 dated 30 March 1995, the Commission renews the broadcasting licence for CHWO Oakville, from 1 September 1995 to 31 August 1999, subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
The licence term granted herein, while less than the maximum of seven years permitted by the Broadcasting Act, will enable the Commission to consider the next licence renewal of this undertaking in accordance with the Commission's regional plan and to better distribute the workload within the Commission. This term is not reflective of any Commission concern regarding the licensee's performance.
The Commission also approves the application to amend the broadcasting licence for CHWO, by adding the following condition of licence consistent with Public Notice CRTC 1993-5 dated 29 January 1993 entitled "Changes to the Content Requirements for Canadian Music on Radio":
 in those periods of category 2 music consisting exclusively of music composed before 1956, the Canadian content level is not less than 2% on a weekly basis;
 in those periods of category 2 music consisting of 90% or more, but not exclusively, of music composed before 1956, the Canadian content level shall be not less than 10% on a weekly basis.
In this regard, the Commission notes that it will be the licensee's responsibility to ascertain the date of composition of the selections it broadcasts and that it must also identify the periods of pre-1956 station-originated programming whenever requested by the Commission to submit information concerning the station's broadcasting of Canadian music.
The Commission reaffirms the particular importance it attaches to the development of Canadian talent and has noted the level of the licensee's commitment for this purpose in light of the station's financial situation.
It is a condition of licence that the licensee adhere to the guidelines on gender portrayal set out in the Canadian Association of Broadcasters' (CAB) "Sex-Role Portrayal Code for Television and Radio Programming", as amended from time to time and accepted by the Commission. The application of the foregoing condition of licence will be suspended as long as the licensee remains a member in good standing of the Canadian Broadcast Standards Council.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
The Commission has considered the concerns raised in an intervention to this application.
