Licence renewal
Following Public Notice CRTC 1995-79 dated 12 May 1995 and Decision CRTC 95-669 dated 30 August 1995, the Commission renews the Class 2 licence held by Cable T.V. of Camrose Inc., for the cable distribution undertaking serving Camrose, from 1 December 1995 to 31 August 2002.
The operation of this undertaking is regulated pursuant to Parts I and II of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
In addition to the services required or authorized to be distributed pursuant to the applicable sections of the regulations, the licensee is authorized, by condition of licence, to continue to distribute, at its option, WDIV-TV (NBC) Detroit, Michigan, received via satellite from CANCOM, as part of the basic service.
The licensee is also authorized to continue to distribute the programming services of KSPS-TV (PBS), KXLY-TV (ABC) and KREM-TV (CBS) Spokane, Washington, received via microwave, as part of the basic service, as well as KHQ-FM, KXLY-FM, KMBI-FM, KEZE-FM and KDRK-FM Spokane, received via microwave, on audio channels of its undertaking.
Consistent with Decision CRTC 90-1159 dated 21 December 1990, the licensee is relieved, by condition of licence, of the requirement of section 12 of the regulations to distribute the signal of CFRN-TV Edmonton on an unrestricted channel. Should the quality of the signal deteriorate significantly, the Commission expects the licensee to undertake immediate corrective action including, if necessary, the distribution of the service on another channel.
In its application, the licensee indicated that it would be adding to its radio service the following priority audio programming services: CFCW Camrose, CFMG-FM St. Albert and the CBC French-language radio service CHFA Edmonton, as required pursuant to section 16 of the regulations. In this respect, the Commission requires the licensee to submit, within three months of the date of this decision, a report confirming that it has complied with the requirements of the regulations.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Implementation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
