Licence amendment
Following Public Notice CRTC 1995-148 dated 29 August 1995, the Commission approves the application to the application by the Consortium de Télévison Québec Canada Inc. to amend its condition of licence no 3 by reducing the amount that it is required to spend on Canadian programming from $4,684,000 to $3,712,000 for the broadcast year ending 31 August 1996.
At the time of its last licence renewal, the licensee had committed to reinvest in Canadian programming, the savings that would result from the introduction of digital video compression (DVC). In approving this application, the Commission has taken into account the fact that DVC has not yet been introduced and approves a reduction of $972,000, an amount equivalent to the savings forecast by the licensee for the first nine months of the 1995-96 broadcast year. The Commission has also taken into account the fact the licensee has committed to invest in Canadian programming, prior to the end of the nine-month period, any savings resulting from the introduction of DVC, after deduction of any expenses related to the conversion of its signal.
In light of the above, the Commission requires the licensee to submit a report, by 31 August 1996, outlining the precise amounts that it will not have expended on Canadian programming during the 1995-96 broadcast year.
