Addition of WETK (PBS) Burlington, Vermont
Following Public Notice CRTC 1994-156 dated 22 December 1994, the Commission approves the licensee's request to be relieved, by condition of licence, from the requirement of subparagraph 10(1)(g)(i) of the Cable Television Regulations, 1986 thereby allowing Télécâble des Mille-Îles Inc. to distribute, as part of the basic service, the programming service of WETK Burlington, Vermont, a duplicate PBS signal, received via microwave from Inter-Vision Montréal.
Although the licensee's proposal is contrary to the Commission's general policy with respect to the distribution of U.S. network signals, the Commission considers that an exception is justified in view of the particular circumstances of this case.
The Commission notes that in Decision CRTC 86-964 dated 30 September 1986, the licensee was authorized to continue to distribute WMTW-TV Poland Spring, Maine, a second ABC signal, and that the licensee has now ceased the distribution of that signal. Accordingly, in approving this application, the Commission notes that the distribution of WETK does not represent any increase in the number of U.S. signals distributed on the undertaking. In addition, the Commission notes that the programming schedules of the two PBS stations are more distinct than those of the two ABC stations especially during the evening and weekend.
The Commission also notes that municipalities in the licensee's authorized service area are immediately adjacent to the area served by Vidéotron Ltée in Montréal, where the two PBS services are currently offered.
The Commission further notes the fact that no interventions opposing this application were received.
