Licence renewals
Following Public Notice CRTC 1996-13 dated 19 January 1996, the Commission renews the licences held by Omer Cloutier for the cable distribution undertakings serving the above-noted localities, from1 September 1996 to 31 August 2003.
The operation of these undertakings is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licences will be subject to the conditions in effect under the current licences, as well as to those conditions specified in this decision and in the licences to be issued.
Consistent with Decisions CRTC 96-54 and 96-55 dated 20 February 1996, the licensee is relieved, by condition of licence, of the requirement of paragraph 22(1)(a) of the regulations to distribute, at Mont Saint-Pierre, the priority local services of CBGAT-4 (CBC) Mont-Louis, CBGAT-10 (CBC) Mont-Louis-en-Haut, CBGAT-11 (CBC) Sainte-Anne-des-Monts and CBGAT-13 (CBC) Rivière-à-Claude and, at Rivière-à-Claude, the priority local services of CBGAT-10 (SRC) Mont-Louis-en-Haut and CBGAT-11 (SRC) Sainte-Anne-des-Monts, as long as those stations do not offer local programming. The licensee will distribute instead, at Mont Saint-Pierre, the local signal of CBST (CBC) Sept-Iles, and, at Rivière-à-Claude, that of CBGAT-13 (SRC) Rivière-à-Claude, received over the air.
Consistent with the same decisions, it is a condition of each licence that the licensee be relieved of the requirement that it distribute at least four television programming services as provided for in section 23 of the regulations, so long as it does not distribute any U.S. television service or only those which may be authorized by the Commission.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
The Commission notes that, in response to the intervention by TVOntario opposing the distribution of its educational television service by the Mont Saint-Pierre undertaking, the licensee indicated that it has ceased the distribution of this service.
This decision is to be appended to each licence.
