Licence renewal
Following Public Notice CRTC 1996-13 dated 19 January 1996, the Commission renews the licence held by 2545-3739 Québec inc., for the cable distribution undertaking serving the above-noted localities, from 1 September 1996 to 31 August 2003.
The operation of this undertaking is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
Consistent with Decision CRTC 88-765 dated 20 October 1988, it is a condition of licence that the licensee be relieved of the requirement that it distribute at least four television programming services as provided for in section 23 of the regulations, so long as it distributes only those U.S. television services listed in the current application or as may be authorized by the Commission.
An intervention was received from TVOntario objecting to the licensee's proposal to distribute its educational television service, received via satellite. The Commission draws to the licensee's attention that, pursuant to the regulations and as set out in the revised list of Part III Eligible Canadian Satellite Services (Appendix to Public Notice CRTC 1996-31 dated 7 March 1996), authorization for the distribution of out-of-province educational services not receivable over the air is subject to the requirement that there be no objection on the part of the originating service. In light of TVOntario's objection, the Commission is not prepared to approve the distribution of TVOntario's service.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to the licence.
