Licence renewal
Following Public Notice CRTC 1996-56 dated 17 April 1996, the Commission renews the licence held by Guy Keays, for the cable distribution undertaking serving Saint-Alexandre-des-Lacs, from 1 September 1996 to 31 August 2003.
The operation of this undertaking is regulated pursuant to Parts I, III and IV of the Cable Television Regulations, 1986 (the regulations) and the licence will be subject to the conditions in effect under the current licence, as well as to those conditions specified in this decision and in the licence to be issued.
Consistent with Decision CRTC 90-58 dated 25 January 1990, it is a condition of licence that the licensee be relieved of the requirement that it distribute at least four television programming services as provided for in section 23 of the regulations, so long as it does not distribute any U.S. television service or only those which may subsequently be authorized by the Commission.
Also consistent with Decision CRTC 90-58, the licensee is relieved, by condition of licence, of the requirement of paragraph 22(1)(b) of the regulations that it distribute the regional service of CIVB-TV (SRTQ) Rimouski in view of the poor reception quality of this signal, as confirmed by the Department of Industry. The licensee distributes instead, the programming service of CIVM-TV (SRTQ) Montréal, received via satellite.
In Public Notice CRTC 1992-59 dated 1 September 1992 and entitled "Imple-mentation of an Employment Equity Policy", the Commission announced that the employment equity practices of broadcasters would be subject to examination by the Commission. In this regard, the Commission encourages the licensee to consider employment equity issues in its hiring practices and in all other aspects of its management of human resources.
This decision is to be appended to the licence.
