New FM radio programming undertaking - application denied
In Notice of Public Hearing CRTC 1996-5 dated 10 May 1996, the Commission announced that it would consider an application by Jacques Brunelle for a broadcasting licence to carry on a French-language FM radio programming undertaking at Saint-Gabriel-de-Brandon on the frequency 101.3 MHz (channel 267VLP), with an effective radiated power of 1.3 watts.
The applicant wished to operate this station from his home, as a hobby, for a period of approximately 6 hours on Sundays only. The station would have broadcast, among other things, English- and French-language music dating from the 1950s to the present, newscasts taken from newspapers and weather reports.
The Commission invited the applicant to appear at the Public Hearing held at Québec beginning on 9 July 1996 to review all aspects of this proposal and discuss the applicant's ability to comply, among other things, with the requirements of the Broadcasting Act (the Act) and the provisions of the Radio Regulations, 1986 (the regulations) relating to Canadian content, French-language vocal music, and logger tapes.
The Commission notes that the applicant did not avail himself of the right to appear at the hearing. The Commission is not convinced that the application, as filed, furthers the objectives found in section 3 of the Act relating to the broadcasting policy for Canada or meets the requirements of the relevant regulations or the criteria for a community radio station. Consequently, the Commission denies this application.
