Decision

Ottawa, 7 March 1996
Decision CRTC 96-76
Canadian Satellite Communications Inc.
Across Canada - 950800300 - 950801100
Addition of signals
Following Public Notice CRTC 1995-210 dated 8 December 1995, the Commission approves the applications to amend the broadcasting licence to carry on a multiple-channel television and radio broadcasting relay distribution undertaking by adding WHDH (NBC) Boston, Massachusetts, to the list of signals that Cancom is authorized to distribute, and by replacing KIRO-TV Seattle with KSTW (CBS) Tacoma, Washington on that list.
Cancom was authorized, in Decision CRTC 95-803 dated 6 November 1995, to distribute WBZ-TV Boston, which had changed its affiliation from NBC to CBS. Approval of the current application for WHDH (NBC) Boston will thus allow Cancom to continue to distribute an NBC affiliate originating from the Boston market. Cancom stated that WHDH offers the same NBC programming as was previously provided by WBZ-TV.
In Decision CRTC 95-20 dated 19 January 1995 which renewed its licence, Cancom was authorized to distribute KIRO-TV (CBS) Seattle as well as the PBS, ABC and NBC affiliates from the Seattle market. KIRO-TV has recently announced that it will become an independent station. Approval of the current application for KSTW (CBS) Tacoma will thus allow Cancom to continue to offer to its western affiliates a complete package of U.S. network services originating from the western states.
In Public Notice CRTC 1996-31 of today's date entitled "Revised Lists of Eligible Satellite Services", the Commission has amended the list of Part II Eligible Satellite Services and the list of Part III Eligible Canadian Satellite Services accordingly.
The Commission reminds licensees of cable distribution undertakings that they may not distribute a duplicate signal of a commercial U.S. network, received from Cancom, unless otherwise authorized pursuant to a condition of licence.
The Commission also reminds licensees holding Class 1 licences, or Class 2 licences for undertakings that have between 2,000 and 6,000 subscribers, that prior Commission approval is required to add these U.S. signals or substitute them for other NBC and CBS signals, as part of the basic service of their undertakings.
This decision is to be appended to the licence.
