IMPLEMENTATION OF REGULATORY FRAMEWORK - DEVELOPMENT OF CARRIER INTERFACES AND OTHER PROCEDURES
I BACKGROUND
In Implementation of Regulatory Framework - Local Interconnection and Network Component Unbundling, Telecom Public Notice CRTC 95-36, 11 July 1995 (Public Notice 95-36), the Commission initiated a proceeding to consider the unbundling proposals filed by Stentor Resource Centre Inc. (Stentor) and related issues.
In Public Notice 95-36, the Commission expressed the view that issues relating to number portability would be best addressed in a separate proceeding because of the need for an element of negotiation between the parties and for intervention by the Commission or its staff at an intermediate stage in the resolution of the related issues.
Accordingly, in Implementation of Regulatory Framework - Local Number Portability and Related Issues, Telecom Public Notice CRTC 95-48, 10 November 1995 (Public Notice 95-48), the Commission initiated a proceeding to examine the issues related to number portability. This proceeding resulted in a number of reports that were transmitted to the Commission on 14 June 1996. The Commission considers that this process was successful and it commends the industry in this regard.
Pursuant to the procedures established by Public Notice 95-36 parties have filed evidence and further information has been provided in response to interrogatories.
A review of this documentation reveals that there are a number of areas where parties to the proceeding hold similar views regarding issues related to the implementation of local competition. In particular, the Commission notes that there is general agreement relating to a number of technical interfaces and administrative and support systems that are required in order to implement local competition.
The Commission is of the view that a process similar to that established by Public Notice 95-48 should be used to identify requirements and develop the systems required to facilitate local competition.
The Commission notes that, at a Local Number Portability Regulatory Committee meeting held on 7 May 1996, Stentor representatives offered to develop a preliminary list of items that could be usefully addressed. The Commission considers that this list will provide a valuable starting point for the identification of work that can be usefully undertaken by a committee chaired by Commission staff. The committee will be known as the CRTC Interconnection Steering Committee (CISC).
The process will be initiated by a meeting of the CISC to determine the work to be undertaken. Consideration of individual items will be undertaken by working groups. When the CISC has completed work on an item, a report will be prepared for transmission to the Commission, providing details of the conclusions reached as well as recommendations for Commission approval.
II PROCEDURE
1. AGT Limited, BC TEL, Bell Canada, The Island Telephone Company Limited, MTS NetCom Inc., Maritime Tel & Tel Limited, The New Brunswick Telephone Company, Limited and NewTel Communications Inc. (the Stentor companies) are made parties to this proceeding.
2. Other persons wishing to participate in this proceeding must notify the Commission of their intention to do so by writing to Mr. Allan J. Darling, Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, fax: 819-953-0795, by 22 August 1996. By the same date, all parties (including the Stentor companies, or Stentor on their behalf) are to identify the representative(s) who will attend the meeting with Commission staff. The Commission will issue a complete list of interested parties and their mailing addresses.
3. Stentor is to file its preliminary list of items to be addressed, serving copies on all other parties by 12 September 1996.
4. The first meeting of the CRTC Interconnection Steering Committee is tentatively scheduled for 17 September 1996 in the National Capital Region.
5. In addition to hard copy filings, parties are encouraged to file with the Commission electronic versions of their submissions in accordance with the Commission's Interim Telecom Guidelines for the Handling of Machine-Readable Files, dated 30 November 1995. 6. Where a document is to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
