MARITIME TEL & TEL LIMITED - TARIFF REVISIONS PROVIDING FOR A RESTRUCTURING OF SINGLE LINE AND MULTI-LINE NETWORK EXCHANGE SERVICE RATES

The Commission has received an application from Maritime Tel & Tel Limited (MT&T) under Tariff Notices 622 and 623, dated 17 July 1996, for approval of tariff revisions providing for a restructuring of residence and business single line and business multi-line (Key, PBX, and Centrex) Network Exchange Service (NAS) rates.
The company proposes that: (1) all NAS be grouped, by exchange, within one of three exchange bands, (a) urban, (b) small city/large town, and (c) small town/rural rather than the present rate group structure with six separate rate groups, (2) monthly rates for each band be consolidated to provide for uniform NAS rates for most single line customers by 1 January 1998, (3) a monthly rate reduction be introduced for customers served by analog switching equipment, and (4) mileage charges for single party service be eliminated.
Procedure
1. The application may be examined at any of the company's business offices or at the offices of the CRTC in the following locations:

2. Subject to paragraph 3 below, parties wishing to participate in the proceeding must notify the Commission of their intention to do so by writing to Mr. Allan J. Darling, Secretary General, CRTC, Ottawa, Ontario, K1A 0N2, fax: 819-953-0795, by 16 October 1996. The Commission will issue a complete list of parties and their mailing addresses.
3. Parties wishing to limit their participation in this proceeding to the filing of comments with the Commission may do so (serving a copy on MT&T) by a date to be established by the Commission as part of the directions on further procedure referred to in paragraph 8 below and need not provide the Commission with the notification referred to in paragraph 2. These comments, including those received by the Commission prior to issuing this Public Notice, will form part of the record of this proceeding.
4. Parties may address interrogatories to MT&T. Any such interrogatories must be filed with the Commission and served on MT&T by 16 October 1996.
5. Responses to interrogatories are to be filed with the Commission and served on all parties by 15 November 1996.
6. Requests by parties for further responses to their interrogatories, specifying, in each case, why a further response is both relevant and necessary, and requests for public disclosure of information for which confidentiality has been claimed, setting out the reasons for disclosure, must be filed with the Commission, and served on MT&T, by 22 November 1996.
7. MT&T may file replies to requests for further responses and to requests for public disclosure, serving a copy on the party making the request by 29 November 1996.
8. The Commission will issue directions on further procedure when it issues its determination with respect to requests for further responses and for disclosure.
9. When a document is required to be filed or served by a specific date, the document must be actually received, not merely mailed, by that date.
10. In addition to hard copy filings, parties are encouraged to file with the Commission electronic versions of their submissions in accordance with the Commission's Interim Telecom Guidelines for the Handling of Machine-Readable Files, dated 30 November 1995. 11. In light of the comment period specified in this Public Notice, the Commission expects to issue a ruling with respect to MT&T's application in the first quarter of 1997.
