New native low-power television programming undertaking
1.  Following a Public Hearing in Montréal beginning on 24 February 1997, the Commission approves the application for a broadcasting licence for an English- and Native-language low-power television programming undertaking at Teslin, operating on channel 6, with a transmitter power of 10 watts, to broadcast locally-produced programming.
2.  The Commission notes that Notice of Public Hearing CRTC 1996-15 dated 17 December 1996 incorrectly stated that the proposed transmitter power was 15 watts.
3.  Subject to the requirements of this decision, the Commission will issue a licence expiring 31 August 2003. This licence will be subject to the conditions specified in this decision and in the licence to be issued.
4.  In accordance with Public Notice CRTC 1990-89 dated 20 September 1990 entitled "Native Broadcasting Policy", the Commission will issue a licence for a remote station, as defined in the Television Broadcasting Regulations, 1987 (the regulations).
5.  The Commission approves the applicant's request with respect to program logs. Accordingly, the applicant, by condition of licence, is exempted from the requirements of section 10 of the regulations with regard to the retention of program logs or records.
6.  The applicant will broadcast 2 to 4 hours of local programming per broadcast week. The programming will consist of music, culture shows, drums, dancing ceremonies, traditional ceremonies and recreational activities as well as weddings and funerals.
7.  As part of the programming will be religious in nature, it is a condition of licence that the applicant adhere to the guidelines on ethics for religious programming set out in section IV of Public Notice CRTC 1993-78 regarding tolerance, integrity, social responsibility and solicitation of funds.
8.  It is also a condition of licence that the applicant produce programs or program segments which ensure balance on matters of public concern and that such programs or program segments adhere to guidelines (i) to (iv) contained in section III.B.2a) of Public Notice CRTC 1993-78.
9.  This authority will only be effective and the licence will only be issued at such time as the construction of the undertaking is completed and it is prepared to commence operation. If the construction is not completed within twelve months of the date of this decision or, where the applicant applies to the Commission within this period and satisfies the Commission that it cannot complete construction and commence operation before the expiry of this period, and that an extension of time is in the public interest, within such further periods of time as are approved in writing by the Commission, the licence will not be issued. The applicant is required to advise the Commission (before the expiry of the twelve-month period or any extension thereof) in writing, once it has completed construction and is prepared to commence operation.
This decision is to be appended to the licence.
