The Commission received a letter dated 25 November 1996 from Stratford Telecommunications, on behalf of TelNet Communications (TelNet), attaching an application (by way of an affidavit, dated 19 November 1996) for the exemption from contribution charges for a Centrex system in the (519) 463 exchange. The affidavit affirmed that Centrex service is used solely to provide single-hop services.

1. By letter dated 23 December 1996, Bell Canada (Bell) noted that the affidavit appears to satisfy the Commission's evidentiary requirements for such exemptions. However, Bell stated that it has no record of TelNet as a customer, and therefore assumes that the Centrex system arrangement described in the affidavit is not yet in service. Accordingly, Bell agreed that the application appears on a preliminary basis to qualify for an exemption, and advance approval would therefore be appropriate. Bell submitted, however, that a new affidavit may be required once the services are installed affirming the actual arrangements which then exist before final approval of the requested exemption is granted.
2. By letter dated 30 June 1997, TelNet stated that its service at (519) 463-5060 had been installed since August 1996.
3. By letter dated 15 July 1997, Bell stated that in light of the clarification provided by TelNet, it agreed that the configuration qualifies for a contribution exemption.
4. The Commission is of the view that TelNet's evidence satisfies its evidentiary requirements for an exemption for Centrex single-hop circuits and the application can be approved effective the date of application (in this case the date of affidavit 19 November 1996) as set out in its rules in Effective Date of Contribution Exemptions, Telecom Public Notice CRTC 95-26, 12 June 1995.
5. Based on the foregoing, the Commission orders that TelNet's application is approved effective the date of application (in this case the date of affidavit 19 November 1996).
