By letter dated 21 October 1997, Ability Telecom (Ability) requested an exemption from contribution charges with respect to Centrex systems in Hespeler and Caledon East. Ability provided an affidavit dated 3 October 1997 affirming that the systems will be used solely to provide local or single-hop EAS (Extended Area Service) services.

1. By letter dated 20 November 1997, Bell Canada (Bell) stated that the application and the affidavit meet the evidentiary requirements for a contribution exemption on the basis that the systems will only be used for single-hop services.
2. Bell understood that the systems in question are currently leased to Ad-Tel Halton and are considered exempt pursuant to a contribution exemption granted to Ad-Tel Halton under Telecom Order CRTC 95-481, 20 April 1995, even though the systems were installed subsequent to that Order. In this respect, Bell stated that it has been advised that Ad-Tel Halton intends to change its name to Ability Telecom and that an exemption is required under the new company name. In light of the above, Bell agreed with the requested exemption.
3. The Commission is of the view that Ability has met its evidentiary requirements for a contribution exemption and that since the application is being filed to reflect a change in company name, then the effective date of the exemption should be the date when the new name comes into effect, and no contribution should be payable.
4. Based on the above, Ability's application is approved effective the date when the new company name comes into effect, such that no contribution is payable.
