Telecom Order CRTC 97-226
IN THE MATTER OF an application by Bruce Municipal Telephone System (Bruce) under Tariff Notice 42 dated 23 December 1996, for approval of tariff revisions providing for the migration of all customers to single-line touch-tone service.
WHEREAS Bruce proposed tariff revisions to clarify that single-line touch-tone service is the company's standard service offering;
WHEREAS Bruce proposed to migrate its current residential and business two-party customers to single-line service effective 8 February 1997;
WHEREAS Bruce also proposed to migrate its remaining rotary-dial service customers to touch-tone service effective 1 January 1999;
WHEREAS Bruce submitted that a very limited number of customers still subscribe to two-party service;
WHEREAS the Commission finds Bruce's proposal to migrate its remaining two-party customers to single-line service to be reasonable;
WHEREAS the Commission is concerned with the timing of the company's proposal to migrate rotary-dial customers to touch-tone service;
WHEREAS the Commission is not prepared to approve Bruce's proposal to migrate rotary-dial service customers to touch-tone service two years prior to the proposed effective date;
WHEREAS the Commission would be prepared to consider such proposal at a time closer to the proposed effective date; and
WHEREAS the Commission would alternatively be prepared to consider a proposal whereby the migration of rotary-dial service customers to touch-tone service would be phased in by way of rate adjustments -
IT IS HEREBY ORDERED THAT:
1. The proposed tariff revisions submitted by Bruce under Tariff Notice 42 are approved subject to 2 below.
2. Bruce's request to migrate rotary-dial service customers to touch-tone service effective 1 January 1999 is denied.
3. Bruce is to issue revised tariff pages reflecting the above revisions.
