 Telecom Order CRTC 97-495
 The Commission received a submission from TELUS Communications (Edmonton) Inc. (TCEI ) dated 10 January 1997 with respect to the applicability of the Line-Side Contribution Mechanism (LSCM) approved in Per-Minute Contribution Mechanism for Line-Side Connections, Telecom Decision CRTC 96-12, 12 December 1996 (Decision 96-12).

1.  In Decision 96-12, the Commission noted that it had not received an application for approval of tariff revisions to implement the LSCM from TCEI.
2.  The Commission directed the company to provide comment on why the LSCM, approved in Decision 96-12, should not apply to the TCEI component of the 1997 province-wide contribution rate for Alberta, serving copies of its submission on interested parties to the Decision 96-12 proceeding.
3.  In its submission of 10 January 1997, TCEI stated that it was appropriate for the company to adopt the LSCM as established in Decision 96-12.
4.  TCEI indicated that it currently uses a per-minute rather than a per-circuit contribution mechanism for line-side access and provides call detail records upon request.
5.  TCEI stated that it was prepared to implement the LSCM immediately upon receipt of the Commission's approval.
6.  TCEI indicated that it intends to file proposed tariffs reflecting 1997 interim de-averaged per-minute contribution rates for line-side on the same date as proposed tariffs are filed by TELUS Communications Inc. (TCI).
7.  TCEI indicated that the proposed tariffs will have an effective date of 1 July 1997 and will take into account the Commission's directives regarding interim contribution charges for TCEI and TCI as specified in TELUS Communications Inc. - General Rate Increase 1996 and 1997, Telecom Decision CRTC 96-13, 13 December 1996 which will maintain consistent application of the province-wide contribution rates in Alberta.
8.  No comments were submitted by interested parties.
9.  The Commission finds the TCEI proposal acceptable.
10.  In light of the foregoing, the Commission orders that:
11.  (a) TCEI is directed to implement the de-averaged per-minute line-side contribution mechanism approved in Decision 96-12.
12.  (b) TCEI is directed to file by 1 June 1997, proposed revised tariffs for both TCEI and province-wide reflecting the above determination, with an effective date of 1 July 1997.
