Telecom Order CRTC 97-666
On 23 April 1997, Bell Canada (Bell) filed an ex parte application for approval of tariff revisions.

1. As an exception to the ex parte procedure established in Review of Regulatory Framework, Telecom Decision CRTC 94-19, 16 September 1994, Bell has requested that the application not be placed on the public record until the effective date of the proposed offering due to the competitive harm that could result if the information was released prior to that date.
2. Given Bell's arguments, the Commission is of the view that because the specific direct harm outweighs the public interest in disclosure, confidentiality of the filing is appropriate until the effective date of the application.
3. In light of the foregoing, the Commission orders that:
The proposed tariff revisions to become effective on 2 June 1997 are approved on an interim basis. The company is directed to provide a copy of the application for the public record in all relevant public examination rooms on the effective date.
