Telecom Order CRTC 97-879
On 17 February 1997, pursuant to Telecom Order CRTC 97-79, 17 January 1997 (Order 97-79), TELUS Communications Inc. (TCI) filed for approval Tariff Notices 820/A (TNs 820/A) revising its General Tariff Item 315 Public Cellular Mobile Radio Systems - Network Access to include provision for tandeming for trunk side access and to remove the requirement to interconnect with the CCS7 network in TCI territory.

1. On 17 February 1997, TCI also filed applications to review and vary and to stay that portion of Order 97-79 dealing with the interconnection with the CCS7 network.
2. Rogers Cantel Inc. (Cantel) and Clearnet Communications Inc. (Clearnet) filed comments, dated 11 March 1997 and 16 March 1997 respectively, submitting, among other things, that the proposed rate for the tandeming feature is inappropriate and TNs 820/A do not comply with Order 97-79, given, among other things, that TCI's proposal restricts tandeming to the Calgary exchange area.
3. Cantel also submitted that TCI should be directed to provide immediately a trunk-side toll traffic terminating connection in the proposed tariff.
4. TCI filed reply comments, submitting that its tandeming proposal met the requirements of Order 97-79 and that, while not obliged to do so, the company would be willing to file a tariff providing for trunk-side toll connections.
5. The Commission notes that TCI has stated its willingness to make toll traffic termination via trunk-side connection available and therefore expects to receive the company's filing within 60 days.
6. The Commission agrees with Cantel and Clearnet that the tariff should clearly specify that tandeming is available to the total local calling area, including all exchanges in the associated Extended Flat Rate Calling area.
7. The Commission notes that, as part of TNs 820/A, TCI filed a cost study which, in the Commission's view, adequately supports the proposed rates for the tandeming feature, as modified in paragraph 6.
8. In light of the foregoing, except for the matter of CCS7 interconnection outside of TCI territory, which is the subject of TCI's application to review and vary and to stay part of Order 97-79, TNs 820/A are approved on an interim basis with the modification that TCI issue forthwith a revised tariff page substituting the words "Local Calling Area" for the words "Local Service Area" in Tariff Item 315.27.
