Telecom Order CRTC 97-880
The Commission received an application by City Access Telecom Inc. (City Access) dated 10 October 1996 for an exemption from contribution for circuits used in the provision of single-hop and double-hop Centrex services in Oak Ridges and Newmarket.

1. In Telecom Order CRTC 97-147 dated 4 February 1997 (Order 97-147), the Commission ordered that: (a) the existing exemption remains valid for the Oak Ridges single-hop system; (b) the existing exemption for the Newmarket single-hop system continues on an interim basis from the date of installation of the double-hop circuits forward with final approval subject to receipt of a technical audit within 30 days of the date of this Order which verifies the usage and separation of the single-hop and double-hop services; and (c) City Access is to demonstrate in its technical audit for the Newmarket system that appropriate controls and procedures have been implemented to ensure that the configuration described in the audit remains unchanged.
2. By letter dated 6 February 1997, City Access provided the technical audit of its network configuration providing a full description of its single-hop and double-hop services.
3. By letter dated 25 April 1997, City Access provided a follow-up submission, which included an affidavit from the auditor, dated 16 April 1997, as well as a description of control procedures which City Access had put in place to monitor compliance of its configuration.
4. By letter dated 20 May 1997, Bell Canada (Bell) noted that the audit report and the subsequent submission appear to verify that the City Access systems are configured correctly to ensure that calls which attract contribution are carried on facilities which are separate from the contribution exempt facilities used to carry single-hop and local calls. Bell also noted that the auditor's affidavit appears to comply with the Commission's evidentiary requirements.
5. With respect to the control procedures, Bell noted that City Access has confirmed that it keeps records of changes made to the look-up tables which determine call routing as well as records of service orders for Centrex system changes. Accordingly, Bell agreed with the requested exemption.
6. The Commission is of the view that the audit report and subsequent submission provided by City Access confirm that the City Access systems are configured correctly and that there is separation of single-hop and double-hop calls. The Commission finds that City Access's application meets the Commission's evidentiary requirements set out in Order 97-147.
7. In light of the foregoing, the Commission orders that:
City Access's application is granted final approval for the Newmarket single-hop system effective the date of installation of the double-hop circuits.
