On 4 September 1998, Stentor Resource Centre Inc. filed, on behalf of and with the concurrence of all federally regulated Stentor operating companies, an application for approval of tariff revisions to National Services Tariff Item 515, Advantage 900TM, and Article 9.7 of the Advantage 900 Accounts Receivable Management (ARM) Agreement to permit registered charitable organizations to use the Advantage 900 Receipting Option donor information for purposes other than solely for the issuance of tax receipts.

In light of the foregoing, the Commission orders that the proposed tariff revisions are approved with the following changes:
a) In Article 9.7 of the ARM Agreement, the third sentence is replaced with the following:
"During the Advantage 900 call, each donor must be asked whether they consent to the use of their name or other information for any purpose other than to enable the proper issuance of tax receipts, such purposes to be specified by the service Provider."
b) In Item 515.5(f) of the National Services Tariff, the second last sentence is replaced with the following:
"During the Advantage 900 call, each donor must be asked whether they consent to the use of their name or other information for any purpose other than to enable the proper issuance of tax receipts such purposes to be specified by the Service Provider.
c) The Principles for the Protection of Personal Privacy from the Code of Ethics and Standards of Practice of the Canadian Direct Marketing Association shall be included as a Schedule to the ARM Agreement.
