Telecom Order CRTC 98-478
On 23 January 1997, Double D Promotions (Double D) submitted a hand-written fax requesting that it be registered with the Commission as a reseller of telecommunications services. On 28 January 1997, Double D issued an additional hand-written fax requesting that it be discharged from all contribution charges on all joint-use circuits.

1. By letter dated 19 February 1997, Bell Canada (Bell) submitted that Double D's request should be denied since joint-use circuits are normally subject to contribution.
2. Commission staff attempted to contact Double D a number of times in between February and June 1997, but without success. In June 1997, Commission staff contacted Bell to determine whether Double D had ordered any telecommunications services from Bell's Customer Services Group. Bell responded that it could not contact the customer and no services appeared to have been ordered. In April 1998, Commission staff attempted once again to contact Double D, but again without success.
3. The Commission considers that Double D has failed to meet the evidentiary requirements for a contribution exemption.
4. In light of the foregoing, Double D's application is denied.
