On 30 July 1997, Stentor Resource Centre Inc. (Stentor) filed on behalf of the federally regulated Stentor operating companies and TELUS Communications Inc. (TCI), pursuant to Local Competition, Telecom Decision CRTC 97-8, 1 May 1997, tariff revisions pertaining to the provision of unbundled network components. Stentor and TCI filed revisions on 30 September 1997 and 23 January 1998, under Tariff Notices (TNs) 516A and 948A respectively.

1.The Commission notes that the unbundled rates filed by Stentor in TNs 516/A and by TCI in TNs 948/A are generally lower than the rates currently in place and that it may thus be beneficial to competitive market entrants for such rates to be put in place on an interim basis at this time rather than leaving the current rates in effect until the Commission has made its final determination.
2.The Commission also notes that Stentor TNs 516/A did not include loop rates for Bell Canada's (Bell) Band D and that TCI TNs 948/A did not include loop rates for TCI's Band A.
3.The Commission notes further that in Implementation of Price Cap Regulation and Related Issues, Telecom Decision CRTC 98-2, dated 5 March 1998, it gave final approval to the new banding structure proposed by MTS Communications Inc. (MTS).
4.In light of the foregoing, and without prejudice to its final determination once it has completed its assessment of these filings based on all of the information filed by the applicants and interveners, the Commission orders that:
Stentor TNs 516/A and TCI TNs 948/A are granted interim approval with the following modifications:
(i) Bell Type A and Type B loop rates in Band D are to be set at $42.80 and $62.50 per month, respectively;
(ii) TCI Type A and Type B loop rates in Band A are to be set at $13.70 and $13.80 per month, respectively; and
(iii) MTS Type A loop rates for Bands D and E are to be set at $47.00 and $96.05 per month, respectively.
