 The Commission has received the following applications:
 ONTARIO REGION
1.  SUDBURY, Ontario
Application (199803979) by SUDBURY CABLE SERVICES LTD. requesting relief, by condition of licence, from the regulatory requirement of section 29 of the Broadcasting Distribution Regulations (the Regulations).
 The applicant is requesting permission to commit 5% of gross annual revenues derived from broadcasting activities to local expression, namely community programming, in lieu of the contribution required pursuant to section 29 of the Regulations.
 Unless otherwise provided by condition of the licence, Sudbury Cable Services Ltd. would be required, under subsection 29(4) of the Regulations and as a Class 1 terrestrial distributor with at least 20,000 but fewer than 60,000 subscribers, to make a contribution to Canadian programming:
a)  in the broadcasting year ending on 31 August 1999, of an amount not less than the greater of:
( i )  5% of its gross revenue derived from broadcasting activities in that year less any contribution to local expression made by the licensee in that year; and
( ii )  2.5% of its gross revenues derived from broadcasting activities in that year; and
b)  in the broadcast year ending on 31 August 2000, and in each broadcast year thereafter, of an amount not less than the greater of:
( i )  5% of its gross revenues derived from broadcasting activities in the year less any contribution to local expression made by the licensee in that year; and
( ii )  3% of its gross revenues derived from broadcasting activities in that year.

2.  TIMMINS, Ontario
Application (199803961) by NORTHERN CABLE HOLDINGS LIMITED requesting relief, by condition of licence, from the regulatory requirement of section 29 of the Broadcasting Distribution Regulations (the Regulations).
 The applicant is requesting permission to commit 5% of gross annual revenues derived from broadcasting activities to local expression, namely community programming, in lieu of the contribution required pursuant to section 29 of the Regulations.
 Unless otherwise provided by condition of the licence, Northern Cable Holdings Limited would be required under subsection 29(5) of the Regulations and as a Class 1 terrestrial distributor with less than 20,000 subscribers, to make an annual contribution to Canadian programming of an amount not less than the greater of:
( i )  5% of its gross revenues derived from broadcasting activities in a given year less any contribution to local expression made by the licensee in that year; and
( ii )  1.5% of its gross revenues derived from broadcasting activities in a given year.

3.  DELTA, British Columbia
Application (199802442) by DELTA CABLE requesting relief, by condition of licence, from the regulatory requirement of section 29 of the Broadcasting Distribution Regulations (the Regulations).
 The applicant is requesting permission to commit 5% of gross annual revenues derived from broadcasting activities to local expression, namely community programming, in lieu of the contribution required pursuant to section 29 of the Regulations.
 Unless otherwise provided by condition of the licence, Delta Cable would be required, under subsection 29(4) of the Regulations and as a Class 1 terrestrial distributor with at least 20,000 but fewer than 60,000 subscribers, to make a contribution to Canadian programming:
a)  in the broadcasting year ending on 31 August 1999, of an amount not less than the greater of:
( i )  5% of its gross revenue derived from broadcasting activities in that year less any contribution to local expression made by the licensee in that year; and
( ii )  2.5% of its gross revenues derived from broadcasting activities in that year; and
b)  in the broadcast year ending on 31 August 2000, and in each broadcast year thereafter, of an amount not less than the greater of:
( i )  5% of its gross revenues derived from broadcasting activities in the year less any contribution to local expression made by the licensee in that year; and
( ii )  3% of its gross revenues derived from broadcasting activities in that year.
