Regulations Amending the Radio Regulations, 1986 - Commercial Radio Programming
The Commission has received the following applications:
WESTERN CANADA AND TERRITORIES REGION
1. SELKIRK, STONEWALL, BEAUSEJOUR, TEULON, ILE DES CHÊNES, LORETTE, NIVERVILLE, ST. ADOLPHE, ST-PIERRE- JOLYS, STE. ANNE, STEINBACH, ELIE AND ST. EUSTACHE, Manitoba
Application (199806767) by VIDEON CABLESYSTEMS INC., 22 Scurfield Boulevard, P.O. Box 806, Winnipeg, Manitoba, R3C 2N9, to amend the broadcasting licences of the cable distribution undertakings serving the above-noted localities as follows:
a) by adding a condition of licence allowing the licensee to broadcast, at its option, promotional material as a substitute for the "local availabilities" (i.e. non-Canadian advertising material) of non-Canadian satellite services.
At least 75% of these local availabilities must be made available for use by licensed Canadian programming services for the promotion of their respective services, for the promotion of the community channel and for unpaid Canadian public service announcements. A maximum of 25% of the commercial availabilities may be made available for the promotion of discretionary programming services and packages, customer service information, channel realignments, cable FM service and additional cable outlets;
This condition of licence is requested for each of the above-noted systems other than Elie/St. Eustache which already has such a condition.
b) for authority to distribute, as part of the discretionary service, the programming service of the Manitoba Jockey Club Inc.
c) for authority to distribute, at its option, the programming service of the Manitoba Education Research Learning and Instructional Network (MERLIN).
d) for authority to distribute, at its option, as part of the basic service, the programming services of KGFE-TV (PBS) Grand Forks and WDAZ-TV (ABC) Devil's Lake, North Dakota, received via microwave.
This authority is requested for each of the above-noted systems other than Selkirk, Elie/St. Eustache, Stonewall, Beausejour, Steinbach and Teulon which already have such authority.
e) for authority to distribute, at the licensee's option, as part of the basic service of the system serving Selkirk, the programming service of the distant Canadian station CFTM-TV (TVA) Montréal, Quebec.
f) for deletion of authority to distribute, at the licensee's option, as part of the basic service of the systems serving Stonewall and Beausejour, the programming service of WXYZ-TV (ABC) Detroit, Michigan, a duplicate ABC signal, received via satellite.
g) for authority to delete its local head-ends.
h) for deletion of the condition of licence to distribute, at the licensee's option, as part of the basic service of the system serving Selkirk, the programming services of WTOL-TV (CBS) Toledo, Ohio and WDIV (NBC) Detroit, Michigan, received via satellite from Cancom.
i) for authority to distribute, at its option, as part of the basic service of the system serving Selkirk, the programming services of WCCO-TV (CBS) and KARE-TV (NBC) Minneapolis, Minnesota.
j) for deletion of the condition of licence relieving the licensee of the obligation to distribute the signal of CHMI-TV (IND) Portage La Prairie on an unrestricted channel of the undertaking serving Stonewall.
The Commission notes these changes are proposed in order to enable the licensee to interconnect these systems with its Winnipeg undertaking.
