  The Commission has received the following applications:

  3. NIAGARA FALLS, Ontario
  Application (199713631) by 788813 ONTARIO INC., 6155 Belaire Avenue, Niagara Falls, Ontario, L2H 1V1, to amend the broadcasting licence of the (radio) programming undertaking CFLZ-FM Niagara Falls, by changing the frequency from 91.9 MHz (channel 220LP) to 105.1 MHz (channel 286A) and increasing the effective radiated power from 8 to 406 watts. The station will continue to broadcast tourist information programming.
  The licensee states that the change of frequency is necessary due to the recent approval (Decision 97-387) of channel 219B (frequency 91.7 MHz) to R.B. Communications for a change of CHOW Welland, Ontario from AM to the FM band.
  The Commission notes that this CFLZ-FM application conforms with the intent of Decision 96-230 which approved the existing unprotected low power frequency and specifically required the applicant to select another frequency should optimum utilization of the broadcasting spectrum so require.

  Application (199716685) by DUFFERIN COMMUNICATIONS INC. to amend the broadcasting licence of the (radio) programming undertaking CIDC-FM Orangeville, by adding a condition of licence allowing the licensee to use a Subsidiary Communications Multiplex Operations (SCMO) channel, for the purpose of broadcasting a German language radio service.

  ·  your intervention should clearly identify the application and indicate whether you support or oppose the application, or if you propose changes to it, with facts and grounds therefor. In the event that the application is brought to the oral phase of a hearing it would be helpful to the Commission if you provide reasons why your written comments are not sufficient and an appearance is necessary;
